MANILA, Philippines – Naghain ng resolusyon si Manila 6th District Representative Bienvenido “Benny” Abante Jr. nitong Lunes, Agosto 4, na naglalayong muling itatag ang House Quad Committee (QuadComm) para patuloy na talakayin ang mga hindi pa nareresolbang isyu katulad ng extrajudicial killings (EJKs) at offshore gaming hubs sa 20th Congress.
“There is still work that must be done—truths that remain hidden, perpetrators who remain unpunished, and families who still wait for answers,” sinabi ni Abante sa kanyang privilege speech.
“Let us reconvene the QuadComm in the 20th Congress. Let us continue the investigation into the extrajudicial killings that scarred our nation. Let us show the Filipino people that justice does not expire with time, and that this Congress has the courage to finish what it has started,” dagdag pa niya.
Layon ng House Resolution No. 106 na magsagawa ng joint inquiry ang committees on Human Rights, Public Order and Safety, Dangerous Drugs, at Public Accountability para tugunan ang mga “emerging and unresolved” issue na pinalutang sa nagdaang QuadCom ng 19th Congress.
Ani Abante, ang bagong komite ay tatawaging “Quad Comm 2.0” na mas lalawak pa ang imbestigasyon sa mga problema ng “criminality and criminal syndicates that have flourished across the years, often with the aid and protection of past and incumbent government officials.”
Halimbawa aniya ay ang kaso ng mga nawawalang sabungero na maaaring kaso rin umano ng EJK.
“May mga alegasyon pa na ilang miyembro ng ating kapulisan ay sangkot sa mga insidenteng ito, at mga matataas na tao sa lipunan. Hindi ito bago sa atin—ito’y kahalintulad ng mga kaso ng EJK na ating naimbestigahan noong 19th Congress, kung saan may umaabuso sa kanilang kapangyarihan,” sinabi ni Abante.
Iimbestigahan din ang kapalaran ng mga dayuhan na nahuli sa Philippine Offshore Gaming Operators (POGO) at mga gusali at property na kanilang nabili.
Pinangalanan si Bukidnon 2nd District Representative Jonathan Keith Flores bilang pinuno ng Committee on Dangerous Drugs, habang si Manila 2nd District Representative Rolando Valeriano ang itinalagang chairperson ng Committee on Public Order and Safety.
Wala pang nailalagay na mamumuno sa Committee on Public Accountability.
“May nagsasabi na pulitika lang ito. But this is not a partisan crusade, Mr. Speaker. This is a moral one. Because murder knows no color but one: red—the color of blood unjustly spilled,” ani Abante.

Ang mga pagdinig ng House Quadcomm ay nagresulta sa paghahain ng proposed Anti-Extrajudicial Killing Act at Civil Forfeiture Act, na sinabi ni Abante na mahalaga sa pagsugpo sa “impunity and seizing the ill-gotten wealth of those involved in state-sponsored abuses.” RNT/JGC
