MANILA, Philippines – Nagbabala si Sen. Sherwin Gatchalian noong Huwebes sa posibleng reenacted budget sa susunod na taon sakaling magdesisyon ang Kongreso na ibalik ang 2026 National Expenditures Program (NEP) sa Department of Budget and Management (DBM).
Bagama’t hindi pa ito nagawa noong nakaraan, naniniwala ang senador na posibleng maibalik sa DBM ang buong panukalang budget.
“That hasn’t happened before. As far as I know, in my entire political life, that hasn’t happened because there are other mechanisms to fix the budget. You can even amend it; you can file an erratum,” saad ni Gatchalian, chairman ng Senate committee on finance.
“But returning the entire budget is not done because, first of all, it might delay the budget process. The schedule is very tight, and the budget needs to be approved before the end of the year. So it hasn’t been done yet, but it’s not impossible,” aniya.
Ang rekomendasyon na ibalik ang NEP sa DBM ay itinaas sa House of Representatives matapos matuklasan ang mga alokasyon para sa mga proyektong pang-imprastraktura na natapos na.
Ngunit sa Senado, sinabi ni Gatchalian na ipagpapatuloy nila ang budget briefing at hihilingin na lamang sa mga ahensyang may problema sa kanilang mga appropriations na amyendahan ang kanilang panukala.
Sa kaso ng Department of Public Works and Highways (DPWH), sinabi niya na gagawin ng Senado ang mga kinakailangang pagwawasto tulad ng pag-alis ng budget nito para sa mga flood control projects at ilagay ito sa halip para sa edukasyon.
Ang Senado at Kamara ay nagsasagawa ng magkahiwalay na imbestigasyon sa umano’y maanomalyang flood control projects na sub-standard o ‘ghost’.
“That’s my concern — the schedule. We want it signed before the end of the year; otherwise, we’ll end up with a reenacted budget,” saad ni Gatchalian.
“That’s why what we agreed on here in the Senate is to continue with the budget briefings,” dagdag niya.
Ipinunto ni Gatchalian na maraming paraan para ayusin ang budget — ang isa ay sa pamamagitan ng amendments at ang isa ay sa pamamagitan ng errata kung saan ang ahensya mismo ang magbibigay ng mga rebisyon.
Ayon naman kay Sen. Panfilo Lacson, hindi na dapat pa ibalik ng Kongreso ang NEP sa Malakanyang “since it is only a budget proposal, not an Enrolled Bill for approval or line-item veto by the President.”
“However, the DPWH through the DBM may submit errata sheets but it is up to Congress to adopt such ‘errata’ or not,” ani Lacson. RNT/MND
