MANILA, Philippines – Nagpahayag ng suporta ang mga hepe ng lahat ng 18 Philippine National Police (PNP) regional offices kay PNP chief Gen. Nicolas Torre III sa gitna ng utos ng National Police Commission (Napolcom) na ipa-recall ang kanyang reassignment sa mga opisyal ng ahensya.
Inatasan ng Napolcom Resolution 2025-0531, na inilabas noong Agosto 14, ang PNP na ibalik si Lt. Gen. Jose Melencio Nartatez Jr. bilang deputy chief for administration at Lt. Gen. Bernard Banac bilang Area Police Command (APC) Western Mindanao commander.
Matatandaang noong Agosto 6, ay may utos na direktiba mula kay Torre na nagtalaga kay Nartatez bilang commander ng APC Western Mindanao at si Banac bilang deputy chief for administration, ang pangalawang pinakamataas na posisyon ng PNP.
Bagama’t hindi nila tahasang binanggit ang kautusan ng Napolcom, lahat ng 18 PNP regional chiefs ay pumirma sa isang manifesto ng suporta para sa “line of authority” at para kay Torre.
“We affirm our commitment to uphold the chain of command, respect the single line of authority, and obey all lawful orders of our superiors in the faithful discharge of our sworn duties and responsibilities as members of the PNP,” nakasaad sa manifesto.
Ang mga pumirma sa nasabing manifesto ay sina Police Regional Office (PRO) Ilocos Region Director Brig. Gen. Dindo Reyes, PRO Cagayan Valley Director Brig. Gen. Roy Parena, PRO Central Luzon Director Brig. Gen. Rogelio Ponce Peñones, PRO Calabarzon Director Brig. Gen. Jack Wanky, PRO Mimaropa Director Brig. Gen. Roel Rodolfo, PRO Bicol Director Brig. Gen. Nestor Babagay Jr., PRO Western Visayas Director Brig. Gen. Josefino Ligan, PRO Central Visayas Director Brig. Gen. Redrico Maranan, PRO Eastern Visayas Director Brig. Gen. Jason Capoy, PRO Zamboanga Peninsula Director Brig. Gen. Eleazar Matta, PRO Northern Mindanao Director Brig. Gen. Rolindo Suguillon, PRO Davao Region Director Brig. Gen. Joseph Arguelles, PRO Soccsksargen Director Brig. Gen. Romeo Macapaz, PRO Caraga Director Brig. Gen. Marcial Mariano Magistrado IV, PRO Negros Island Region Director Brig. Gen. Sa pag-uutos sa PNP na bawiin ang mga naunang reshuffle ng mga tauhan nito, binanggit ng Napolcom ang awtoridad nitong magsagawa ng administrative control at operational supervision sa PNP sa ilalim ng Republic Act 6975, o ang Department of the Interior and Local Government (DILG) Act.
Binanggit pa nito na, habang binibigyan ng RA 6975 ang PNP chief ng awtoridad na idirekta ang deployment ng mga tauhan, tinukoy din ng batas ang “administrative control” ng Napolcom kabilang ang kapangyarihang suriin, aprubahan, baligtarin, o baguhin ang mga planong may kinalaman sa mga tauhan.
Binanggit din ng Napolcom ang Resolution 2022-473 nito, na nagsasabing kailangan munang ipasuri ng PNP ang paglalagay ng mga opisyal sa third-level positions at kumpirmahin ng commission en banc.
“Despite the said issuances, the PNP recently made a series of designations, assignments and reassignments of police commissioned officers to third-level positions without the required confirmation by the commission en banc,” paliwanag ng Napolcom.
Sa kabila ng naunang paalala mula sa Napolcom tungkol sa awtoridad nito sa mga senior assignment, nagpatuloy si Torre sa pag-aayos nito. Ngayon, ibinabalik ng komisyon ang lahat, tinatarget ang 13 matataas na pulis, kabilang si PLt. Gen. Jose Melencio Nartatez Jr., PLt. Gen. Bernard Banac, at PMaj. Heneral Robert Alexander Morico II.
“The Napolcom… has resolved… to recall, set aside, and correspondingly modify the present designations, assignments, and reassignments to third-level positions issued by the PNP,” deklara ng resolusyon.
Hindi lang na-recall ng Napolcom ang mga utos, inutusan din nito ang PNP na maibalik ang dating setup nito.
Sa ilalim ng RA 6975, o ang Department of the Interior and Local Government Act of 1990, na sinususugan ng RA 8551 (PNP Reform and Reorganization Act of 1998), ang PNP chief ay may awtoridad na magtalaga ng mga tauhan sa mga posisyon sa ikatlong antas—na napapailalim sa pangkalahatang mga alituntunin at pangangasiwa ng Napolcom.
