Nawasak ang Archdiocesan Shrine ng Santa Rosa de Lima sa Daanbantayan, Cebu matapos ang malakas na lindol.
MANILA, Philippines – Kasunod ng epekto ng magnitude 6.9 na lindol na tumama sa Cebu noong Setyembre 30, nanawagan ang Commission on Human Rights (CHR) sa mga ahensya ng gobyerno at pribadong sektor na tiyakin na ang tulong para sa mga miyembro ng mga mahihinang sektor ay “well-considered, culturally sensitive, at napapanahon.”
Inilabas ng CHR ang pahayag noong Biyernes sa gitna ng pamamahagi ng gobyerno ng tulong sa mga apektadong komunidad sa lalawigan.
“The Commission calls on government agencies and the private sector involved in humanitarian efforts on the ground to ensure that responses for persons with disabilities, the sick, children and youth, the elderly, and the socio-economically disadvantaged are well-considered, culturally sensitive, and timely,” saad nito.
“Let us allow the human rights lens to guide our disaster relief for vulnerable groups in particular, so that we, as a society, can truly claim that we are keepers of even the less privileged,” dagdag nito.
Itinuro din ng CHR ang kakulangan ng mga sistema ng maagang babala at kahandaan para sa mga mahihinang grupo sa panahon ng mga sakuna, at binanggit na sila ay madalas na “left behind to fend for themselves.”
Binigyang-diin ng komisyon na ang United Nations Guiding Principles on Internal Displacement (UNGPID) “provide that persons displaced by natural disasters have the right to protection, assistance, and durable solutions that respect their dignity and human rights.”
Idinagdag na ang UNGPID “assigns the State the primary duty to provide assistance during displacement and to ensure support through the stages of return, resettlement, and reintegration, in shared responsibility with other humanitarian actors.”
Bukod dito, ipinaabot ng Komisyon ang pakikiramay sa mga pamilya ng mga namatay sa lindol sa Cebu at mga kalapit na lalawigan.
“As we stand in solidarity with government agencies and civil society organizations in their gargantuan efforts of rescue and relief, we particularly support all relief and rehabilitation for vulnerable groups such as persons with disabilities, the sick, children and youth, the elderly, and the socio-economically disadvantaged,” anito.
