MANILA, Philippines – Kinumpirma ng House of Representatives, sa pamamagitan ng tagapagsalita nitong abogado na si Princess Abante, sa isang pahayag nitong Sabado, Hulyo 19 na sinunod nito ang direktiba ng Supreme Court (SC) na magsumite ng karagdagang impormasyon sa impeachment kay Vice President Sara Duterte.
Sinabi ni Abante na ang Office of the Solicitor General (OSG)–legal na tagapayo ng House–ay elektronikong naghain ng kinakailangang pagsunod sa pamamagitan ng Philippine Judiciary Portal at nagsilbi sa lahat ng partido.
Ang isang pisikal na kopya ay pormal na isusumite sa mataas na tribunal sa Lunes, idinagdag niya.
“The House of Representatives, through its counsel, the Office of the Solicitor General, filed Friday its compliance to the Supreme Court’s directive to provide information on the impeachment proceedings against Vice President Sara Duterte,” ayon kay Abante.
Sa pagsusumite nito, nanindigan ang Kamara na ang lahat ng apat na impeachment complaints ay naproseso nang buong alinsunod sa mga mandato ng konstitusyon.
Ipinaliwanag ni Abante na ang tatlong unang reklamo ay kasama sa Order of Business sa loob ng 10-session-day period na itinakda ng Konstitusyon.
“The fourth complaint, signed and verified by more than one-third of House Members, effectively constituted the Articles of Impeachment and was transmitted directly to the Senate, rendering the earlier complaints moot and subject to archiving,” saad niya.
Ang articles of impeachment, na inendorso ng 215 House members at labis na inaprubahan ng plenaryo noong Pebrero, ay inaakusahan si Bise Presidente Duterte ng graft and corruption, bribery, betrayal of public trust, at iba pang matataas na krimen.
Ang mga kaso na binanggit, bukod sa iba pa, ang kanyang umano’y maling paggamit ng P612.5 milyon na kumpidensyal na pondo sa ilalim ng Tanggapan ng Bise Presidente sa panahon ng kanyang kasabay na panunungkulan bilang Kalihim ng Edukasyon, ang kanyang pagsuway sa pangangasiwa ng kongreso, at ang kanyang pagkabigo na itaguyod ang supremayang sibilyan sa pulisya at militar.
Muli ring iginiit ng Abante na nananatiling protektado ang mga karapatan ni Bise Presidente Duterte sa ilalim ng proseso ng impeachment.
“We reiterate that the Vice President’s right to due process is fully preserved through the impeachment trial itself—where she will have the opportunity to defend herself and present evidence,” aniya.
“In the Compliance, the House also emphasized that, with the utmost respect for the Supreme Court, it was asserting its exclusive authority over its internal deliberative functions, an authority grounded on the fundamental principle of separation of powers and the legislature’s status as a co-equal branch of government,” sabi ni Abante.
“There is no constitutional requirement detailing how individual members must review the complaint before signing, nor is there any basis for questioning their certification under oath that they studied and understood the charges and supporting documents,” dagdag pa niya.
Binigyang-diin ni Abante na nananatiling nakatuon ang Kamara sa katapatan sa konstitusyon at integridad ng institusyon.
“The House remains committed to transparency, constitutional fidelity, and upholding the rule of law. We trust that the Supreme Court will accord the same deference to the prerogatives of a co-equal branch of government as enshrined in our democratic framework,” sabi ni Abante. RNT/MND
