MANILA, Philippines – Tinukoy ng isang koalisyon ang mga pondo na inilaan para sa Department of Education (DepEd) at Philippine Health Insurance Corporation (PhilHealth) sa proposed 2025 budget bilang “two most glaring anomalies.”
Ayon sa 1Sambayan, ang budgetary allocation para sa DepEd at PhilHealth ay paglabag sa 1987 Constitution.
Ipinunto ng koalisyon na ang Department of Public Works and Highways (DPWH) ay binigyan ng P1.1 trillion habang ang DepEd ay makatatanggap lamang ng P737 billion.
Sinasabi sa Article XIV Section 5(5) ng 1989 Constitution na “[t]he State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment.”
Sinabi rin ng 1Sambayan na ang zero subsidy para sa PhilHealth ay lumalabag sa Article XIII Section 11 na nagsasabing “[t]here should be priority for the needs of the under-privileged, sick, elderly, disabled, women and children. The State shall endeavor to provide free medical care to pauper.”
Nauna nang sinabi ni Senador Grace Poe na ang PhilHealth ay makatatanggap ng zero subsidy sa 2025 dahil sa P600 billion reserve funds nito.
“If not corrected, the proposed 2025 GAA will come down as the most corrupt national budget in Philippine history,” hirit ng 1Sambayan kay Pangulong Ferdinand Marcos Jr.
Ipinunto ng 1Sambayan na ang budget increases para sa DPWH sa mga proyekto nito gaya ng mas maraming flood control projects at re-blocking ng kalsada “promote graft and corruption in government.” RNT/JGC
