MANILA, Philippines – Sinibak sa pwesto ang siyam na pulis ng Navotas City na iniimbestigahan sa umano’y pagtorture sa dalawang suspek sa murder, ayon sa Philippine National Police (PNP).
Ang dalawang arestadong suspek ay nagsampa ng reklamo laban sa walong pulis noong Nobyembre 20 dahil sa umano’y grave misconduct, serious irregularities in the performance of duty, conduct unbecoming of a police officer, at paglabag sa Anti-Torture Act before the Internal Affairs Service.
Sa press briefing sa Camp Crame nitong Lunes, Disyembre 1, sinabi ni PNP public information chief Brig. Gen. Randulf Tuaño na, “Of the eight, one was added, making it nine. This is their chief investigation officer.”
“They were relieved and are now at the District PHAU (Personnel Holding and Accounting Unit) of the Northern Police District,” dagdag ni Tuaño.
Hindi na niya tinukoy ang chief investigation officer o idinitalye ang ranggo nito ngunit sinabi na ang opisyal ay inalis sa pwesto dahil sa command responsibility.
Hindi na ibinahagi ng PNP public information chief ang pangalan ng walo iba pang pulis at tinukoy bilang ang apat sa mga ito ay staff sergeants, master sergeant, corporal, at dalawang patrolman.
Sinabi ng legal counsel ng mga suspek na si Atty. Cid Stephen Andeza, na ang pag-torture ay naganap sa loob ng Navotas City Police Station intelligence section.
Dinala ang dalawang suspek sa kustodiya ng pulisya noong Nobyembre 8 dahil sa pamamaril sa Barangay Bangkalusi limang araw bago nito.
Sa briefing, sinabi ni Tuaño na ang IAS ay nagsagawa na ng panayam sa mga akusado at complainants noong Huwebes habang naglunsad din ng sariling imbestigasyon ang National Police Commission (Napolcom) noong Biyernes.
Sa pahayag noong Miyerkules, iginiit ng Navotas City Police Station na ang pag-aresto ng mga tauhan nito sa dalawang suspek ay “conducted lawfully” at ang mga ito ay “no signs of injury, trauma, or physical abuse” ayon sa kanilang medical certificate.
Sinabi rin na ang mga alegasyon laban sa walong pulis ay isang “attempt to undermine the integrity of the investigation and evade criminal liability.”
“We view these allegations as a diversionary attempt that amounts to harassment, unfairly maligning police personnel and obstructing their lawful performance of duty,” ayon pa sa Navotas police.
“The Navotas City Police Station expresses full cooperation with the Internal Affairs Service. We welcome any impartial investigation to establish the truth and reaffirm the lawful conduct of our personnel.” RNT/JGC
