ICT initiatives ng pamahalaan pabibilisin pa ng DICT

MANILA, Philippines – INILUNSAD ng Department of Information and Communications Technology (DICT) ang Chief Information Officer (CIO) Council sa layuning gawing madali ang pagsisikap ng departamento para i-digitalize ang burukrasya.

Sa sidelines ng CIO Council na inilunsad sa Maynila, sinabi ni DICT Secretary Ivan John Uy sa mga mamamahayag na ang paglikha ng inter-agency body ay mandato sa ilalim ng DICT Charter o Republic Act No. 10844.

Sa ilalim ng Section 13 ng RA 10844, ang pagbuo ng CIO Council ay pabibilisin ng DICT.

Ito’y dapat na bubuuin ng CIOs mula sa mga ahensiya ng national government, ang hepe ng DICT ang magsisilbing chairman. Ang magiging trabaho ng CIO Council ay i- assist ang implementasyon ng inisyatiba ng ICT ng gobyerno.

Ang pakahulugan ng batas sa CIO ay bilang isang senior officer sa government agencies na responsable para sa ‘development at management’ ng ICT systems at aplikasyon ng departamento.

“The CIO Council puts together all the different government CIOs into one group… and I sit, as Secretary of ICT, as chair of the council,” ang sinabi ni Uy.

Sinabi pa ni Uy na ang CIO Council ay “never convened” nang buuin ng DICT bilang isang executive department noong 2016.

“When we came in 2022, we saw this is one area that has not been acted upon. Now that we’ve been rolling out a lot of e-government projects and initiatives and with that… we are consolidating all different government agencies, making sure that they collaborate, they share information,” ang pahayag ni Uy.

“So we felt that the council, which was provided for by law, should really be convened because this allows for all government [CIOs] to be under one group so we can all talk, we can all share what are the challenges, what are the initiatives that all different government agencies are doing and synergize all our efforts together to push for better e-governance,” dagdag na wika nito.

Sa kabilang dako, kabilang sa mga inisyatiba na ipatutupad ng CIO Council ay i- streamline ang data gathering standards sa hanay ng lahat ng ahensiya.

“For example, in one agency, the data format for birthdate is day, month, year while on the other it’s month, day, year… the public finds it difficult to transact with the government because of varying data formats, data standards… so this CIO Council was convened to ensure that the public will be dealing with one government,”aniya pa rin.

Ang iba pang inisyatiba na ipatutupad ng CIO Council ay ang pagkakaroon ng data center backup-sharing sa hanay ng iba’t ibang ahensiya, na sa kalaunan ay it-translate sa cost savings para sa gobyerno.

“With this synergy, all of the agencies, of course, have their main data center… but the backup is shared… Let’s say five or six agencies share one backup, since it’s only on standby and it’s not likely that all of the five agencies’ systems will be down… the government can save a lot of cost because that backup is just on standby. Agencies are doubling their costs on backups but it’s only on standby so we’ll optimize,” ang litaniya ni Uy. Kris Jose
