Mayorya ng Cabinet members mananatili sa pwesto sa patuloy na balasahan sa gobyerno

MANILA, Philippines- Inilatag at ininunsyo ni Exedutive Secretary Lucas Bersamin ang mga miyembro ng Gabinete na tuluyan nang namaalam sa posisyon, bagong itinalaga at mananatili sa kani-kanilang pwesto.

Sa katunayan, ang mga courtesy resignation na tinanggap ng Pangulo ay nagmula kina Presidential Commission for the Urban Poor (PCUP) chairperson Meynardo Sabili, Presidential Assistant for the Visayas Undersecretary Terence Calatrava, Presidential Assistant on Muslim affairs Almarin C. Tillah at Presidential Adviser for Special Concerns Menandro M. Espineli.

Ang bagong itinalaga naman ng Pangulo ay si Atty. Francis Edrelyn Lim bilang incoming Chairperson ng Securities and Exchange Commission (SEC). Papalitan ni Lim si Chairman Emilio Aquino, kung saan mapapaso ang termino sa Hunyo 5, 2025.

Samantala, may 21 naman ang mananatili sa pwesto matapos tanggihan ng Pangulo ang kani-kanilang courtesy resignation. Ito ay sina:

  • DAR Secretary Conrado M. Estrella III,

  • DepEd Secretary Juan Edgardo M. Angara,

  • TESDA Secretary Jose Francisco Benitez

  • DoLe Secretary bienvenido Laguesma

  • DSWD Secretary Rex Gatchalian

  • DoH Secretary Teodoro Herbosa

  • DMW Secretary Hans Leo Cacdac

  • DoST Secretary Renato Solidum Jr.

  • Tourism Secretary Christina Frasco

  • Information and Communications Secretary Henry Aguda

  • Transportation Secretary Vince Dizon

  • Public Works and Highways Secretary Raphael Bonoan

  • Presidential Chief Legal Counsel Juan Ponce Enrile

Pansamantala namang mananatili pwesto si Secretary of Foreign Affairs Secretary Enrique Manalo. Naudlot ang pag-upo nito bilang susunod na Permanent Representative of the Philippines in the United States na magiging epektibo sana ngayong Agosto 1 dahil kailangan pa muna niyang makumpirma bago pa lumipat bilang permanent envoy to the United States, kinilala naman ng Pangulo ang pagkakatalaga kay Manalo na ikokonsidera lamang matapos ang kanyang kumpirmasyon.

“In the meantime, he will remain as the Secretary of Foreign Affairs. In the meantime,” ang paliwanag ni Bersamin.

Sinabi ni Bersamin na inanunsyo niya ang sitwasyon ni Manalo dahil mayroong hindi pagkakaunawaan kung kailan siya titigil sa pagganap bilang Kalihim ng DFA.

“That means that Secretary Manalo ‘s courtesy resignation was declined. Was declined,” ang sinabi pa ni Bersamin.

Sa kabilang dako, sinabi ni Bersamin na bagama’t maraming miyembro ng Gabinete ang tinanggihan ng Pangulo ang kanilang isinumiteng courtesy resignation, binigyang-diin nito na nagpapatuloy ang performance evaluation kahit pa sa mas mababa ang ranggo sa mga Kalihim.

“I assure you that this is a very sweeping and thorough evaluation being made by the President and the panel of his choice regarding those who will be continuing remaining in office and those who will be ultimately ousted. But at least, for the major departments, wala hong masyadong movement,” ayon pa rin kay Bersamin.

Samantala, sinabi pa ni Bersamin na para sa kanilang mga mananatili sa pwesto ay asahan na ng publiko na magbibigay sila ng ‘”fresh attention” sa kanilang mandato at mas maayos na performance o pagganap sa kani-kanilang tungkulin.

“And, if you will note, these secretaries whose rsignations have been declined need to be announced because there have been many speculations that have been going around and they have been the victims of intrigues and harassment from many quarters,” ani Bersamin sabay sabing, ” That’s why we came out today with an announcement of who they are beacuse it’s just simple justice to them.”

Nakatakda namang magbigay ng ‘individual marching orders’ ang Pangulo sa mga ito.

Hindi binanggit ni Bersamin kung ano ang marching orders subalit batid naman nila na “the President demands the highest degree of performance.”

Para naman sa mga tuluyan nang namaalam sa kani-kanilang tungkulin matapos na tanggapin ng Pangulo ang kanilang courtesy resignation, sinabi ni Bersamin na ang dahilan ay: “The assessments about them is that they did not perform up to par. That’s the assumption. So, we will just leave it at that.”

Samantala, ang mensahe ni Bersamin sa publiko sa bagong kaganapan na ito o pananatili ng mga dating miyembro ng Gabinete sa kabila ng malawakang balasahan.

“The President is a manager. He has his own levels of achievement that he has imposed on each of us in the Cabinet. And his expectations are there.”

“And it is only the President who can decide if we performed up to par or we delivered on those promises of the expectations that he gave to us, announced to us at the beginning. And, because of this, The President might have probably most likely determined that most of these whom he retained have perfomed up to par because otherwise he would surtely have fired them. You know, this is not a purge. You must understand that. That’s why we went to the courtesy resignation as the means for implementing this reorganization. but, you kow, even if you have been retained now, you will still be expected to deliver on your marching orders.” Kris Jose
