OVP budget inaprubahan ng Kamara, wala pang 1 oras

MANILA, Philippines – Ginawaran ng Kamara ng parliamentary courtesy ang Office of the Vice President (OVP) at inaprubahan ang 2026 budget nito na ₱903 milyon nang wala pang isang oras.

Malayo ito sa naging sitwasyon sa pagpasa ng kanilang budget noong 2025 kung saan ginisa si Vice President Sara Duterte at ang kanyang mga staff ukol sa kontrobersyal na confidential funds.

Bagama’t binigyan ng parliamentary courtesy si VP Duterte, pinayagan pa ring magtanong ang dalawang mambabatas mula sa Minority Bloc, partikular sina ACT Teachers Rep. Antonio Tinio at Kabataan Rep. Renee Co. Pagkaraan nito ay ipinasa na ang OVP budget.

Ang pagtatanong nina Co at Tinio ay napayagan matapos pumayag si Duterte na i-waive ang kanyang inter-parliamentary courtesy.

Isa sa naging tanong ni Tinio kay Duterte ay ang notice of disallowance na ipinalabas ng Commission on Audit (COA) ukol sa paggamit ng confidential funds noong 2023 ng OVP. Sagot ni Duterte, ang COA ang siyang dapat tanungin ukol sa isyu.

Iginiit pa niya na may nakabinbin na usapin sa Korte Suprema ukol sa impeachment kaya hindi niya maaaring matalakay ang nasabing paksa.

Si VP Sara ang solong dumalo sa budget hearing at wala itong kasamang ibang opisyal ng ahensya.

Isa pa sa ibinato kay Duterte ay ang mga pagbiyahe nito abroad.

Hindi itinanggi ni Duterte na ilang beses siyang lumabas ng bansa, subalit nilinaw niya na lahat ng kanyang gastos ay personal at walang pondo ng gobyerno ang ginamit. Iginiit din niya na ang kanyang mga biyahe ay may travel authority na aprubado ng Office of the President.

Nilinaw ni Duterte na sa kanyang foreign trips ay gumasta ng ₱7.4 milyon para sa security at personnel deployment.

“My security contingent is always recommended by the Armed Forces of the Philippines, but in some trips I do not have OVP personnel because there are only three trusted OVP personnel who can do the work that I demand from them. And sometimes, they are not available. The expenses for my foreign travel was not charged to the OVP, unlike the case of her security and OVP personnel,” paliwanag ni Duterte.

“No public funds were used for all my travels. I did not charge representation, I did not charge tickets, I did not charge per diem for all my travels in the Office of the Vice President. So if you can see, in the breakdown of the budget of travel for the Office of the Vice President, you can see that there was a zero amount for the Vice President,” giit nito.
