MANILA, Philippines – Nagtutulungan na ang Philippine National Police (PNP), Independent Commission for Infrastructure (ICI), at Office of the Ombudsman para mapabilis ang forensic investigation sa tinaguriang “Cabral files”, na itinuturing na mahalaga sa kasalukuyang imbestigasyon sa flood control mess.
Si dating DPWH Undersecretary Maria Catalina Cabral ay tinukoy bilang isa sa mga pangunahing sangkot sa budget insertions na nagdulot ng kontrobersiya sa flood control. Lalong dumami ang panawagang masiguro at masuri ang lahat ng kanyang files upang matuklasan ang katotohanan at pananagutan.
Ayon kay Acting PNP Chief Lt. Gen. Jose Melencio C. Nartatez, Jr., lahat ng makukuhang ebidensya mula sa Cabral files ay dadaan sa masusing forensic examination.
“The Filipino people have spoken and the message is loud and clear: Truth, transparency and accountability. The Philippine National Police has been assisting all investigative bodies in this effort and in this case, we will be of service again to secure what needs to be secured within the bounds of the law,” ani Nartatez.
Inanunsyo rin ni DPWH Secretary Vince Dizon na ibibigay nila sa PNP at Ombudsman ang lahat ng data storage devices, documents, records, at files na konektado kay Cabral, bilang pagsunod sa subpoena ng Ombudsman para sa forensic analysis.
Layunin ng PNP na matuklasan sa mga devices na ito ang mga files na diumano’y naglalaman ng detalye ng mga proponents ng DPWH budget insertions, isang kopya ng naunang ibinigay ni Cabral kay Batangas 1st District Rep. Leandro Leviste bago siya nahulog sa Benguet noong Disyembre 19.
“We will ensure that all findings are thoroughly examined and acted upon. All the recommendations from the internal at external agencies will be considered,” dagdag ni Nartatez.
Bahagi ng plano ng PNP ang pagpapatupad ng standard operating procedures para sa paghawak ng sensitibong files, intelligence-led inspections, at mahigpit na pagsunod sa legal protocols upang masiguro na ang imbestigasyon ay napapanahon at kredible.
“The public deserves assurance that law enforcement is carried out professionally, and that any breach of integrity will be addressed decisively,” wika ni Nartatez. RNT/MND
