Pagtatag ng oversight body sa social media, inihain sa Kamara

MANILA, Philippines – Dala ng panganib sa mga lumalabas na social media algorithms, isang panukalang batas na nagsusulong na pagtatatag ng Social Media Accountability Act ang inihain sa Kamara ni Cavite Rep. Lani Mercado-Revilla.

Layon ng House Bill No 7300 ni Revilla na tiyakin na transparent at ligtas ang social media environment sa bawat mga pamilya lalo sa mg  kabataan.

 “Algorithms influence behavior, shape emotions, and quietly affect how people understand the world. When left unchecked, these systems can cause real harm, particularly to children and other vulnerable users,” paliwanag ni Revilla.

“This measure is not about policing opinions. It is about accountability, making sure that digital systems do not put profit ahead of people, and that users are informed, protected, and empowered,” giit pa nito.

Sa ilalim ng panukala ay magkakaroon ng Social Media Accountability Council (SMAC) na magiging attached ageny ng Department of Information and Communications Technology (DICT), pangunahing mandato ng council ay magtakda basic safety standards at tiyakin na ang mga lumalabas sa social media ay ligtas.

“Filipino users have the right to know how their data is used and how algorithms influence the content they see every day. Transparency empowers users and helps families make informed choices in an increasingly algorithm-driven digital environment,” nakasaad sa panukala.

Sinabi ni Revilla na kasama sa bubuuing council ang mga kinatawan mula sa National Privacy Commission, Department of Health, Department of Justice, Department of Trade and Industry, gayundin ang mga civil society groups na nakatuon sa digital safety at child protection.

Ang SMAC ang siyang magtatakda ng safety standards at kung sino man ang lalabag dito ay maaaring patawan ng hanggang P10 million multa. Gail Mendoza
