MANILA, Philippines – Mahigit 7,000 rebelde mula sa iba’t ibang armed groups ang nag-apply para sa amnesty noong Enero, ayon sa National Amnesty Commission (NAC) nitong Miyerkules, Pebrero 4.
Ayon sa NAC, karamihan sa mga aplikasyon ay mula sa communist rebel groups.
“As of January 26 of this year, the total number of applications we have received is 7,758. The majority—6,235—are from the CPP-NPA-NDF group,” pahayag ni NAC chairperson Leah Tanodra-Armamento.
“This is followed by the MILF (Moro Islamic Liberation Front) with 1,001 applicants, the MNLF (Moro National Liberation Front) with fewer than 500, and the RPMP-RPA-ABB with 92,” dagdag pa niya.
Ang RPMP-RPA-ABB ay tumutukoy sa Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade.
Matatandaan na nagbigay si Pangulong Ferdinand Marcos Jr. ng amnesty sa rebel groups noong 2023 sa pamamagitan ng Proclamation Nos. 403, 404, 405, and 406, sakop ang CPP-NPA-NDF, MNLF, MILF, at RPMP-RPA-ABB.
Iba-iba ang sakop ng amnesty kada grupo, ayon sa NAC.
Para sa mga dating miyembro ng CPP-NPA-NDF members at front organizations, sakop ng amnesty ang mga krimen na nagawa dahil sa political beliefs, maparurusahan man sa ilalim ng Revised Penal Code o special penal laws.
Para naman sa MILF at MNLF, sinabi ng Presidential Communications Office (PCO) na ang mga miyembro na nagawa ng mga aksyon para sa political beliefs ay maaaring maghain ng aplikasyon para sa amnesty.
Sinabi rin ng NAC na ang mga aplikante na wala sa detention ay maaaring mag-apply ng safe conduct pass na nagbibigay ng pansamantalang proteksyonat ligtas na pagdaan habang ang kanilang aplikasyon ay sinusuri pa ng Office of the President.
“This is a big deal because once you are granted a safe conduct pass, the service of your warrant of arrest will be put on hold,” sinabi ni Tanodra-Armamento.
“You can move around as if you do not have a warrant, allowing you to file your application and complete the documentary requirements so your amnesty application can proceed,” dagdag niya.
Sinabi ni Tanodra-Armamento na tinutugunan ng polisiya ang humanitarian concerns, lalo na sa mga matatandang aplikante.
“There is a humanitarian factor here. Some of our applicants are already elderly and need to go to doctors, hospitals, or visit family members.”
Ang deadline para sa amnesty applications ay sa Marso 4 para sa RPMP-RPA-ABB, MILF, at MNLF applicants, habang sa Marso 13 naman para sa CPP-NPA-NDF applicants. RNT/JGC
