Panukalang pagtuturo ng financial literacy sa vocational courses, lusot na sa Kamara

MANILA, Philippines – Pasado na sa ikatlo at huling pagbasa sa House of Representatives ang House Bill No. 7628, o panukalang magmamandato na magkaroon ng Personal Financial Literacy Course sa curriculum ng technical-vocational institutions at Technical Education and Skills Development Authority (TESDA) training centers.

Ayon kay Cavite Rep. Lani Mercado-Revilla, pangunahing may-akda ng panukala, layon nitong palakasin ang financial literacy ng mga Pinoy.

“HB 7628 seeks to institutionalize financial education within the Technical-Vocational Education and Training (TVET) system, ensuring that graduates of technical-vocational programs are equipped not only with technical competencies but also with the financial knowledge and practical skills necessary for responsible money management, financial resilience, and long-term economic security,” paliwanag ni Revilla.

Sa ilalim ng panukala, ang lahat ng public at private technical-vocational institutions (TVIs) at TESDA training centers ay kailangang magbigay ng Personal Financial Literacy Course (PFLC). Ang mga estudyanteng kukuha ng programa ay dapat magkaroon ng pasadong grado dahil magiging requirement ito sa graduation.

Kasama sa kursong ibibigay ang kaalaman sa personal finance, halaga ng pera, consumer behavior, debt management at rehabilitation, savings at emergency fund development, investment planning, retirement planning, insurance planning, credit scoring, at credit reports.

Sa oras na maisabatas, may mandato ang TESDA na makipagkoordina sa Bangko Sentral ng Pilipinas (BSP), Department of Finance (DOF), Securities and Exchange Commission (SEC), at Insurance Commission (IC) sa pagbuo ng curriculum.

Ipinaliwanag ni Revilla na mahalagang maintindihan ng mga estudyante ang paghawak ng finances upang magsilbing gabay sa kanilang buhay.

“Financial literacy is an essential life skill. By equipping our students and trainees with the knowledge to manage their finances responsibly, we empower them to make informed financial decisions, avoid debt traps and scams, and secure a more stable future for themselves and their families,” ani Revilla.
