IN modern policing, strength is no longer measured solely by authority or firepower. It is measured by preparedness, discipline and the ability of officers to adapt to the evolving challenges of society.

At the Northern Police District, this principle has taken deeper root under the leadership of PBGen. Christopher Dela Cruz.

Known among his colleagues as a leader shaped by years of diverse field assignments, Dela Cruz understands that the most effective police force is one that never stops learning.

This belief is reflected in the district’s aggressive push for professional development and training programs designed to sharpen the competence of its personnel.

Among these is the Foundational Guidelines for Effective Patrol Duties Program, which recently trained 347 members of the District Mobile Force Battalion.

The program focused on strengthening the fundamentals of patrol operations — from situational awareness and discipline to proper response protocols — ensuring that officers on the ground remain alert, professional and capable of protecting the communities they serve.

The district has also intensified specialized training, including the Civil Disturbance Management Operations Seminar, which prepares police personnel to handle public order situations with professionalism and restraint.

With participants drawn from police stations across the CAMANAVA (Caloocan, Malabon, Naviotas and Valenzuela) area, the seminar enhanced their capability in crowd management, crisis response and the proper implementation of civil disturbance management procedures while upholding human rights and the rule of law.

These initiatives demonstrate a leadership style anchored on preparation rather than complacency. For Dela Cruz, training is not merely a requirement — it is an investment in public safety.

By continuously strengthening the knowledge and discipline of every officer, NPD moves closer to its mission of building a police force that is competent, responsive and worthy of the people’s trust in an increasingly complex and demanding era of law enforcement.
