MANILA, Philippines – Posibleng mag-isyu ng executive order si Pangulong Ferdinand Marcos Jr. kung sususpendihin ba niya o babawasan ang excise tax rate sa produktong petrolyo pagsapit ng Abril 12 o Abril 13, ayon sa Department of Finance (DOF) nitong Huwebes, Marso 26.
Sa pagdinig ng Proactive Response and Oversight for Timely and Effective Crisis Strategy (PROTECT) committee ng Senado, ipinaliwanag ni Finance Undersecretary Karlo Fermin Adriano na ang batas ay eepekto lamang 15 araw matapos itong mailathala sa Official Gazette o diyaryo na may general circulation.
Nitong Miyerkules, Marso 25 ay pinirmahan ni Marcos ang Republic Act No. 12316 na nagbibigay ng emergency powers sa Pangulo na suspendihin o bawasan ang excise tax sa langis.
“In terms of the timeline, kasi may 15 days na (there are 15 days allotted for the) publication and effectivity. So, the earliest that the President can issue the EO is around April 12 or 13 po, if I’m not mistaken with my numbers,” aniya.
Sinabi rin ni Adriano na magkikita ngayong araw ang technical board, habang ang main Development Budget Coordination Committee (DBCC) ay magkikita sa susunod na linggo para makabuo ng mga rekomendasyon sa konsiderasyon ng Pangulo bago pa ipatupad ang batas at maglabas ng executive order.
Ang RA 12316 ay nagbibigay kapangyarihan sa Pangulo, sa rekomendasyon ng DBCC, sa pakikipag-ugnayan sa Secretary of Energy, na suspendihin ang pagpapataw o pagbabawas ng excise tax sa langis sa ilalim ng Section kung saan ang average Dubai crude oil price batay sa Mean of Platts Singapore (MOPS) ay umabot o lumampas ng Eighty US dollars (USD 80) per barrel para sa isang buwan.
Umaasa naman si Senador Bam Aquino na agad na aaksyon ang mga apektadong ahensya sa naturang isyu.
“Here in the Senate, because we prioritized this measure…on our own and upon the certification of urgency of the President, we also hope that we will act with urgency. At kung ang pinakamaaga legally ay April 12 or April 13, inaasahan namin na mangyayari nga ito by April 12 or April 13,” ani Aquino.
Sa pagdinig, sinabi rin ni Energy Undersecretary Felix William Fuentebella na magco-convene sa susunod na linggo ang Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT).
Ayon kay Department of Economy, Planning, and Development (DEPDev) Assistant Secretary Reynaldo Cancio, nagsagawa na ng initial internal meetings ang UPLIFT committee at nakikipag-ugnayan na ngayon sa Office of the President kaugnay sa iskedyul ng Pangulo.
“We impress upon you to please move as fast as the price of diesel and gasoline is going up. Move as fast as that. Kung kada linggo, tumataas ‘yung presyo ng diesel at gasoline dapat kada linggo, nagmi-meet rin kayo para may update kayo sa taumbayan,” sinabi ni Aquino.
“I mean, the name is crisis committee, so ‘pag crisis, kailangan mabilis tayong gumalaw. Gumalaw na tayo,” dagdag pa niya.
Ang adoption ng UPLIFT ay umiral matapos na ideklara ni Pangulong Marcos ang state of national energy emergency noong Martes.
Nagbibigay ang UPLIFT ng coordinated, whole-of-government response framework sa pamahalaan, na binubuo ng mga hakbang sa energy supply management na ipatutupad ng Department of Energy at attached agencies nito, at complementary measures para suportahan ang mga consumer at apektadong sektor na ipatutupad naman ng mga ahensya ng pamahalaan.
