Bonus para sa mga kuwalipikadong gov’t workers, inaprubahan ng OP

MANILA, Philippines – Inaprubahan ng Office of the President (OP) ang pagkakaloob ng 2024 Performance-Based Bonus (PBB) sa mga kuwalipikadong empleyado ng gobyerno.

Sa isang Facebook post, ibinahagi ng Department of Budget and Management (DBM) ang kopya ng Resolution No. 2026-1, ipinalabas noong Hulyo 2, pormal na inanunsyo ang pag-apruba ng OP ng 2024 PBB.

Ang pag-apruba ay kasunod ng pagrebisa ng technical working group (TWG), nilikha sa ilalim ng Executive Order (EO) No. 61, ipinalabas noong 2024, may mandato na magtatag ng ‘streamlined at simplified government performance management at incentives system.’

“EO No. 61 harmonizes the Results-Based Performance Management System and the Performance-Based Incentive System with ease of doing business initiatives,” ayon sa ulat.

“The grant of the FY (fiscal year) 2024 PBB shall proceed in accordance with the guidelines to be issued by the EO No. 61 TWG, with the Secretary of the Department of Budget and Management as the signatory for and on behalf of all EO No. 61 TWG members,” ang nakasaad sa resolusyon.

Tinuran pa ng DBM na ang memorandum circular (MC) na ipinalabas din noong Hulyo 3 ay naglalaman ng mga alituntunin para sa pagkakaloob ng 2024 PBB.

Saklaw ng circular covers ang lahat ng departamento, burukrasya, tanggapan at iba pang ahensiya ng national government, kabilang na ang ibang executive offices, state universities and colleges, government-owned or -controlled corporations, local water districts at local government units.

Saklaw din ang Kongreso, judiciary, constitutional commissions, Commission on Human Rights at Office of the Ombudsman.

Sa ilalim ng MC, “an agency’s eligibility for the 2024 PBB will depend on its overall score in four accountability dimensions: performance results, process results, financial results, and citizen or client satisfaction results.”

Para maging kuwalipikado, ang isang ahensiya ay dapat na makakuha ng overall score na 70 puntos sa ilalim ng scoring system na ibinigay ng MC.

Gayunman, ayon sa MC, “if an agency receives a rating lower than 4 in any of the eligibility criteria based on the assessment and scoring system, the units and individuals, including the head of the unit, found to be most responsible for the deficiency will be “isolated and excluded from the grant of the FY 2024 PBB.”

“The maximum score that may be obtained by the agency is 100 points. An agency shall be considered eligible for the FY 2024 PBB upon attaining a total score of at least 70 points,” ang mababasa pa rin sa MC.

Ang mga eligible delivery units, kabilang na ang kanilang mga opsiyal at empleyado, ay makatatanggap ng bonus sa uniform rates sa iba’t ibang ahensiya, may halaga base sa total score ng ahensiya.

Ang PBB rate ng isang eligible agency na nabigong magsumite ng lahat ng reportorial requirements para sa assessment ng agency performance sa ilalim ng eligibility criteria sa tamang oras ay mababawasan ng limang porsiyento. (KRIS JOSE)
