MANILA, Philippines – INILUNSAD ng Department of Education (DepEd) ang pilot active threat simulation drills sa mga pampublikong eskuwelahan sa buong bansa bilang bahagi ng pagsisikap na palakasin ang campus security at emergency preparedness kasunod ng kamakailan na insidente ng school violence.
Pinangunahan ni Education Secretary Sonny Angara ang inisyatiba sa isinagawang National Safe Schools Summit and Safety Drill sa Manila Science High School, kung saan ang mga estudyante, mga guro, school personnel, at local authorities ay nagpartisipa sa synchronized lockout, lockdown, at evacuation exercises.
Ang drills ay dinisenyo para subukan ang emergency response protocols ng mga eskuwelahan upang matiyak ang maayos, organisadong pagtugon sa potensiyal na aktibong pagbabanta.
Bilang bahagi ng inisyatiba, inatasan ni Angara ang lahat ng pampublikong eskuwelahan para i-develop ang active threat response plans na pinasadya sa kani-kanilang kapaligiran sa halip na i- adopt ang one-size-fits-all approach.
“This fight is not DepEd’s fight alone; it is a challenge we must face together, especially given the complexities we have seen in recent weeks,” ayon sa Kalihim.
“We rely on the active support of our parents, families, communities, local governments, and our partners across all levels of government to ensure our schools remain safe havens,” aniya pa rin.
Aniya, ang drills ay “intended to instill a culture of preparedness and ensure that schools are ready to respond to emergencies.”
Ayon sa DepEd, “the initiative supports President Ferdinand Marcos Jr.’s directive to strengthen safety measures in schools following recent violent incidents on campuses.”
Sa panahon ng simulation, ang mga estudyante at guro ay nagsasanay ng lockdown procedures para sa mga senaryo kung saan ang paglikas ay hindi posible.
“Participants locked and barricaded classroom doors, turned off lights, silenced their mobile devices, and stayed out of sight until authorities declared the area secure. They then proceeded to designated reunification areas after law enforcement had neutralized the simulated threat,” ayon pa rin sa DepEd.
Dahil sa summit, magsasama-sama ang mga kinatawan mula sa national government agencies, local government units, civil society organizations, at private institutions para palakasin ang pagtutulungan sa campus security.
Nakatuon naman ang breakout sessions sa school contingency planning, psychological first aid, learner protection, cyber safety, and the use of the Adopt-a-School Program at Special Education Fund to finance security upgrades, kabilang na ang closed-circuit television (CCTV) cameras at iba pang safety equipment.
Ang inisyatiba ay naka-angkla sa DepEd Order No. 006, s. 2026, na nagtataka ng mga alituntunin para matiyak ang ligtas at kaaya-ayang learning environment sa pamamagitan ng pagkakasundo sa learner protection at school safety policies.
Pinasalamatan naman ni Angara ang mga partner agencies, kabilang na ang Philippine National Police, Bureau of Fire Protection, Department of the Interior and Local Government, at local government units, para sa pagsuporta sa school security sa pamamagitan ng pinaigting na police visibility, emergency response systems, CCTV installations, at iba pang safety initiatives.
“Mahalaga na handa tayo sa pagharap sa anumang banta. Dapat ay wala nang pamilyang muling magluluksa dahil sa trahedya sa paaralan.” anito pa rin.
Ang pilot drills ay bahagi ng pinalawak na pagsisikap ng DepEd na “institutionalize a culture of preparedness and strengthen school safety ” sa mga eskuwelahan sa buong bansa. KRIS JOSE
