MANILA, Philippines – Pinuna ni Senador Panfilo Lacson nitong Sabado, Agosto 15 ang ilang lump sum appropriations para sa infrastructure projects ng pamahalaan sa proposed P7.2-trillion national budget para sa 2027.
Hihingi umano siya ng paglilinaw mula sa mga sangkot na opisyal at pormal na iangat ang isyu sa briefing ng Development Budget Coordination Committee (DBCC) na nakatakda sa Agosto 27.
“We spotted lump-sum appropriations that we don’t think should be lump sums. When we say lump sum appropriations, an aggregate amount is appropriated for a project, activity or program (PAP), or a group of projects, without detailing the breakdown of the cost of each PAP,” ani Lacson.
“We will seek clarification on the details of these lump sum appropriations. Lump sum appropriations are allowed for calamity funds because we cannot predict when calamities will occur. But it becomes questionable if they are for infrastructure projects. That is what we saw, and we will ask for details on the matter,” dagdag pa niya sa panayam ng DZMM.
Wala pang komento ang Department of Budget and Management (DBM) kaugnay nito.
Ani Lacson, sinimulan na ng kanyang mga staff na suriin ang National Expenditure Program (NEP) matapos itong maipadala sa dalawang kapulungan ng Kongreso noong nakaraang linggo.
Bubusisiin din nila ang NEP para sa posibleng special provisions na maaaring gamitin sa pag-abuso sa unprogrammed appropriations.
Tinukoy ni Lacson ang nagdaang General Appropriations Act kung saan isinama ng bicameral conference committee ang dalawang karagdagan at “highly questionable, even unconstitutional” special provisions.
Ayon kay Lacson, ang mga probisyong ito ay nagbibigay-daan sa executive branch na maglipat ng pondo ng government-owned and -controlled corporations (GOCCs), katulad ng Philippine Health Insurance Corp. (PhilHealth), sa national treasury.
Ang isa pang probisyon ay sangkot ang foreign-assisted projects, na aniya ay “could have been disastrous if disbursed for purposes other than what they were intended for.”
Patuloy naman na magpapatupad ng mga reporma ang Senado kabilang ang livestreaming ng proceedings ng bicameral conference committee at pagpost online ng lahat ng dokumento na may kinalaman sa budget process. RNT/JGC
