MANILA, Philippines – Inihayag ni Office of the Vice President (OVP) Assistant Secretary Lemuel Ortonio nitong Miyerkules, Agosto 26, na si dating Vice Presidential Security and Protection Group (VPSPG) chief Colonel Raymund Lachica ay hindi empleyado kundi itinalaga sa OVP.
Ito ang sinabi ni Ortonio sa ika-19 araw ng impeachment trial ni Vice President Sara Duterte nang tanungin ni Senator-Judge Vicente “Tito” Sotto III tungkol sa employment status ni Lachica sa OVP.
“Colonel Lachica po is the group commander of the VPSPG and he is not an employee of the OVP, but he has an order coming from the AFP (Armed Forces of the Philippines) designating him as the group commander for the Vice Presidential Security and Protection Group,” sagot ni Ortonio.
“Therefore, designation… He is not employed? He does not have any employment status in the Office of the Vice President?,” pagtatanong ni Sotto.
Sumagot naman si Ortonio ng oo patungkol dito.
Noong Martes ay tinapos na ng Armed Forces of the Philippines (AFP) ang imbestigasyon nito sa mga alegasyon laban kay Lachica at kaugnayan sa umano’y maling paggamit ng confidential funds, matapos na ipabatid ng Office of the Ombudsman ang pagkakaroon ng reklamo laban sa kanya.
Matatandaan na sa House committee hearing noong Nobyembre 2024, sinabi ng disbursement officers mula sa OVP at Department of Education (DepEd) na inilipat ang milyong pisong confidential funds kay dating VPSPG deputy commander Colonel Dennis Nolasco at Lachica.
Sa impeachment trial proceedings naman noong Agosto 17, kinumpirma ni dating OVP special disbursing officer Gina Acosta ang kanyang testimonya noong Nobyembre 2024 at sinabing si Duterte ang nag-utos sa kanya na i-disburse ang P125 milyong confidential funds kay Lachica.
Ani Acosta, nakapaglabas ng kabuuang P500 milyong confidential funds noong 2022 at 2023 kay Lachica sa utos ni Duterte at sa pagkilala sa kasanayan ni Lachica sa usaping pangseguridad, kahit na hindi ito pinapayagan sa kasalukuyang panuntunan. RNT/JGC
