MANILA, Philippines – INANUNSYO ng Department of Agriculture (DA) ang soft-launch ng dalawang digital systems para sa livestock data bago pa ang pag-rollout sa susunod na taon bilang bahagi ng pagsisikap na gawing modernisado ang Philippine animal industry.
Sinabi ng DA na ang Animal Management Information System (AMIS) and Livestock Registry System (LRS), dinebelop sa ilalim ng Republic Act No. 12308 o Animal Industry Development and Competitiveness Act, unang isasama ang administrative data mula sa apat na major livestock agencies.
Ang soft launching ng AMIS at LRS pinagsama-sama ang Bureau of Animal Industry (BAI), Philippine Carabao Center (PCC), National Dairy Authority (NDA), at National Meat Inspection Service (NMIS), paglalagay ng pundasyon para sa mas malawak na data integration bago pa ang mas maraming komprehensibong paglulunsad na target sa 2027.
“Better information means better decisions. Better coordination means faster response,” ang sinabi ni Agriculture Secretary Francisco Tiu Laurel Jr.
“If we know what animals we have, where they are, and what is happening in the field, we can detect problems earlier, respond faster, improve productivity, and protect livelihoods,” ayon sa Kalihim.
Tinuran ng DA na ang AMIS, may mandato sa ilalim ng Seksyon 13 ng RA 12308, magsisilbi bilang central repository para sa animal industry information mula municipal hanggang national levels.
“It will bring together data on animal production and inventory, health and vaccination, facilities, supply and demand, trade, feeds, prices, research and technologies, diseases, and government programs,” ayon sa departamento.
“The system will process, validate, and analyze the information to generate reports, forecasts, maps, and other decision-support tools for government, farmers, livestock producers, researchers, and policymakers,” ayon pa rin sa DA sabay sabing “For an industry where a disease outbreak can move faster than paperwork, having timely information could prove critical.”
Sa kabilang dako, ang LRS, ay magsisilbi naman bilang master list ng eligible beneficiaries ng Animal Competitiveness Enhancement Fund, o AnCEF, sa ilalim ng Seksyon 17 ng RA 12038.
Ayon sa DA, kabilang sa magiging development ng LRS ay ang konsultasyon sa mga organisasyon ng mga magsasaka, kooperatiba at local government units.
“BAI will administer the systems, while the livestock agencies will contribute data, technical expertise, and validation based on their respective mandates,” ang sinabi pa rin ng DA.
Sinabi ng DA na ang soft launch ay magiging initial demonstration ng kakayahan ng sistema at pundasyon para sa mas malawak na implementasyon.
“The succeeding phase will expand data coverage and participation to other DA offices, government agencies, LGUs, research institutions, and industry stakeholders. It will also focus on interoperability, data standardization, cybersecurity, and stronger data governance,” ayon sa DA.
Sinabi ng DA na ang mas malawak na 2027 rollout ng dalawang sistema ay inaasahang magtatampok sa ‘expanded datasets, wider agency participation, at enhanced analytics and decision-support capabilities.’
Ayon sa DA, “the AMIS and LRS would help the government monitor production and animal health more effectively, strengthen disease response and food safety, target programs and resources better, and make policy decisions based on reliable information.” KRIS JOSE
