MANILA, Philippines – NAGLABAS si Pangulong Ferdinand Marcos Jr. ng Executive Order No. 125 na nag-uutos ng pansamantalang pagsususpinde ng excise tax sa liquefied petroleum gas at kerosene sa gitna ng tumataas na global crude oil prices.
“The excise taxes on LPG, except when used as raw material for production of petrochemical products or used for motive power, and kerosene, except when used as aviation fuel, are hereby fully suspended,” ang mababasa sa EO.
Naasaad sa EO 125 na “that the excise taxes on LPG and kerosene are fully suspended, subject to specific exemptions on their use, following a recommendation by the Development Budget Coordination Committee (DBCC).”
Ang hakbang ay kasunod ng sertipikasyon ng Department of Energy (DoE) na ang average Dubai crude oil price, base sa Mean of Platts Singapore (MOPS) higit sa naunang 30 calendar days, ay umabot na sa US$99.41 kada bariles.
Ngayong araw ng Biyernes, Setyembre 25, inilabas ni Pangulong Marcos ang EO 125, “Temporarily Suspending the Excise Taxes on Specific Petroleum Products Pursuant to Section 148 of Republic Act No. 8424 or the National Internal Revenue Code of 1997, as Amended.”
“The excise taxes on LPG (liquefied petroleum gas), except when used as raw material for production of petrochemical products or used for motive power, and kerosene, except when used as aviation fuel, are hereby fully suspended,” ang nakasaad sa executive order.
Ang DBCC, sa pakikipag-ugnayan sa DOE, rerebisahin ang implementasyon ng suspensyon ng excise taxes sa loob ng 15 araw mula sa paglabas ng EO, at kada buwan pagkatapos noon, ay magsusumite ng report sa Mababang Kapulungan at Kongreso.
Base sa mga report na ito, maaaring magrekumenda ang DBCC sa Pangulo ng ‘continuation, modification, extension, o termination of the suspension.’
Ang DOE at ang Department of Finance (DOF), sa pamamagitan ng Bureau of Internal Revenue (BIR) at Bureau of Customs (BOC), ay inatasan na magsagawa ng inventory ng umiiral na stocks ng LPG at kerosene “as of the effectivity of the order.”
Kamakailan lamang ay sinertipikahan ng DOE na lumagpas na sa $80 kada bariles ang Dubai crude oil sa pandaigdigang merkado.
Sinabi ni Energy Secretary Sharon Garin na pumalo sa $99.41 ang kada bariles ng crude oil na lagpas na sa itinakda ng batas.
Sa ilalim ng Republic Act No. 12316, dapat ay isususpinde na ang excise tax na ipinapataw sa petroleum products sa oras na sumipa na sa naturang threshold.
Naniniwala rin ang DOE na magtatagal pa ang serye ng oil price hikes dahil sa tensyon sa Middle East.
Kung maaalala, araw ng Martes, nagtaas ng P5.68 ang kada litro ng gasolina; habang P4.31 ang kada litro ng diesel.
Dahil dito, maglalaro na sa halos P100 ang presyuhan ng oil products.
Sa unang araw ng trading kahapon ng Lunes, malaki na kaagad ang itinaas sa presyo ng world market.
Sa pagtataya, higit P9 na kaagad ang itinaas sa diesel; habang higit P4 naman sa gasolina. KRIS JOSE
