MANILA, Philippines – Nanawagan si Ombudsman Jesus Crispin Remulla na i-outsource na lamang sa third-party service provider ang pagproseso ng visa kasabay ng pagkwestyon sa kapasidad ng Department of Foreign Affairs (DFA) na suriin ang mga dayuhan na pumapasok sa Pilipinas.
Ani Remulla, ang visa issuance ay isang immigration concern na nasa ilalim ng Department of Justice (DOJ).
“The point is we want to get a background of the people entering our country. And if the DFA is not capable of doing that, give it to VFS (Visa Facilitation Services),” sinabi ni Remulla.
Ang tinutukoy niya ay ang VFS Global, isang private outsourcing at technology services company na tumutulong sa pamahalaan at diplomatic missions sa administrative aspects ng visa applications, kabilang ang pagkolekta ng application forms, supporting documents at biometric data.
“The DFA’s problem is that it seems to have forgotten that its primary job is to be diplomats. In this case, they want something else to happen—they want to do business. They used to turn visa issuance in China into a business,” ani Remulla.
Inilarawan din ni Remulla na ang visa processing ay isang clerical task at ang Pilipinas ay kulang sa kapasidad na gawin nang epektibo ang trabahong ito.
“The DFA should no longer assume that visa processing automatically falls under its responsibility. We have to take it away from them,” sinabi ni Remulla. RNT/JGC
