SANGALANG LEADERSHIP CAN STRENGTHEN HPG

PUBLIC safety demands leaders who can turn experience into action, authority into accountability and service into results.

PBGen. Joyce Patrick Sangalang’s appointment as Director of the Highway Patrol Group presents an opportunity to strengthen an organization tasked with protecting motorists and fighting vehicle-related crimes.

A member of the Philippine National Police Academy’s Kaagapay Class of 1996, Sangalang brings years of service in various PNP assignments, including leadership and administrative roles in the Civil Security Group, the Supervisory Office for Security and Investigation Agencies, police command and personnel management.

His background provides a foundation for leading the HPG, whose duties include combating carnapping, recovering stolen vehicles, and conducting enforcement operations.

These responsibilities demand competent investigators, reliable intelligence, disciplined personnel, and effective coordination with other law-enforcement agencies.

His engagement with the Bureau of Customs in September 2026 highlights the importance of interagency cooperation in confronting illicit activities involving vehicles and goods.

But experience and credentials alone will not guarantee success. Sangalang’s leadership must be measured by results.

Motorists expect safer highways, decisive action against vehicle crimes, professional checkpoints, and fair treatment regardless of wealth, status, or connections.

These are not unreasonable demands but basic obligations of public service.

Sangalang deserves a fair opportunity to assess operations, strengthen personnel, and establish priorities.

However, public confidence must be earned through measurable accomplishments, transparency, and the responsible exercise of police authority.

The challenge is clear. He must translate his experience into stronger enforcement, safer roads, and greater public trust.

Ultimately, the HPG will be judged not by its leader’s credentials but by its performance and the protection it delivers to the Filipino people.
