MANILA, Philippines – Sinimulan na ng Supreme Court (SC) ang caravan para sa pilot Implementation ng pagkakaroon ng Office of the Regional Court Manager (ORCM) na layong mabawasan ang tambak na trabaho ng mga first and second-level court judges.
Ayon kay SC Chief Justice Alexander G. Gesmundo, dahil sa pagpapatupad ng ORCM ang mga first at second-level court judges ay maaring tumutok na sa pagresolba ng mga kaso para sa maayos na pagpapatupad ng hustisya.
“to eradicate the administrative delays and inefficiencies that add to the worries and concerns of our trial court judges, who as it stands, are already saddled with adjudicative work,” ito ang bahagi ng keynote message ni Gesmundo sa caravan ng Pilot Implementation ng ORCM na ginanap sa Thunderbird Hotel sa San Fernando, La Union.
Ang pagbuo ng ORCM ay bahagi ng modernization program ng Office of the Court Administrator (OCA) ng Supreme Court.
Ang ORCM ang mag-aayos sa daloy ng administrative services sa first- at second-level courts sa pamamagitan ng pagtatayo ng regional offices na siyang direktang reresolba sa maraming ‘administrative concerns’ ng mga hukom.
Umaasa si Gesmundona dahil sa bagong set-up ay mababawasan na ang administrative workload ng mga executive judges.
“ the trial courts are the backbone of our judiciary, and providing you the best care and support is long overdue.. no matter how brilliant and steadfast the judges may be in their mission of rendering justice, they are only human and have limited capacities and cannot be expected to properly attend to their main duty of adjudication if their attention is endlessly riddled with administrative concerns.” Teresa Tavares
