MANILA, Philippines- Sinabi ni dating Philippine National Police (PNP) chief Oscar Albayalde nitong Huwebes na makikipag-ugnayan lamang ito sa International Criminal Court (ICC) drug war probe kung ipag-uutos ng Department of Justice (DOJ).
“I will allow myself [to cooperate] if, and only if, the Department of Justice will tell us and if there is an order directly from our Department of Justice,” pahayag ni Albayalde sa isang panayam.
Nauna nang sinabi ng Office of the Solicitor General (OSG) na hindi nito tutulungan ang ICC sa imbestigasyon subalit hindi umano ito pipigilan.
Iginiit nit Albayalde na “personal decision” niyang tumangging kapanayamin ng ICC investigators sakaling maimbitahan.
“Depende na ‘yan sa amin if we will cooperate or not… No [I will not cooperate] without the sanction of DOJ,” wika niya.
Binatikos din ng dating Police chief si dating Sen. Antonio Trillanes sa pagbabahagi umano ng confidential document mula sa ICC kung saan tinukoy itong “suspect,” kasama si Sen. Bato dela Rosa at iba pang dati at kasalukuyang PNP officials.
“What authority does former Sen. Trillanes have from ICC to publicly post a highly-classified document?”
Kinumpirma ng OSG ang pagkakaroon ng nasabing ICC document.
Naniniwala si Albayalde na “there is nothing more to say to the ICC” dahil iniimbestigahan na ng Kamara ang umano’y drug war abuses habang nakabinbin ang iba pa sa mga lokal na korte.
Sinabi rin niya na ang PNP ay “pro-life” at kailan man ay hindi tinangkang pangatwiranan ang mga pagpatay sa ilalim ng madugong drug war.
“We are not trying to justify the killings, never, the PNP is pro-life,” giit niya.
Nang tanungin kung mayroong pang-aabuso ang kapulisan o impunity sa kasagsagan ng kontrobersyal na anti-drug campaign, sinabi ni Albayalde, “not really.”
“Since the start of the drug war we’ve been telling our cops to follow the law,” pahayag niya.
Batay sa opisyal na tala, 6,181 indibidwal ang nasawi sa “war on drugs” ni dating Pangulong Rodrigo Duterte, subalit base sa rights group, posibleng aabot sa 30,000 ang napaslang, ilan sa mga ito ang umano’y inosente. RNT/SA
