MANILA, Philippines – Itinakda ng impeachment court sa Hulyo 29, 2025 ang araw ng panunumpa ng mga bagong senator-judges na lilitis sa pitong articles of impeachment na isinampa sa Senado laban kay Vice President Sara Duterte.
Kabilang sa mga kasong kinahaharap ni Duterte ang paglulustay ng multi-milyong confidential funds, betrayal of public trust, at pagbabanta sa buhay ng pangunahing opisyal ng bansa.
Sa isang press conference, sinabi ni Atty. Regie Tongol, tagapagsalita ng impeachment court, na itinakda ang panunumpa ng mga bagong senador-hukom sa Hulyo 29 bilang paghahanda sa isang “transparent, fair, and legally sound” na proseso.
Aniya, mahigit 55 porsiyento na ang natatapos sa paghahanda ng Senado sa mga pangunahing hakbang sa procedural framework.
Gayunman, hindi pa maaaring magsimula ang panunumpa ng mga bagong senator-judges hangga’t hindi pa nahahalal ang bagong Senate President ng 20th Congress sa Hulyo 28, 2025.
“As you know, if one Congress adjourns, another begins. The Senate President is going to be elected or re-elected again,” ayon kay Tongol.
“The senator-judges will have to take their oath before the presiding officer… Ayaw po ng presiding officer na magkaroon ng kwestyon doon sa proseso o step ng panunumpa na maaari pang ma-kuwestiyon,” dagdag pa niya.
Manunumpa bilang mga bagong senator-judges sina Erwin Tulfo, Camille Villar, Bam Aquino, Kiko Pangilinan, Ping Lacson, Tito Sotto, at Rodante Marcoleta.
Sinabi ni Tongol na nakareserba ang Hulyo 28 para sa ceremonial opening ng Kongreso, kaya’t Hulyo 29 ang pinakamaagang petsa ng panunumpa.
Aniya, mahalaga ang mga certification at authorization documents na hinihingi mula sa Mababang Kapulungan, at nilinaw na hindi ito mga procedural traps kundi paraan upang matiyak ang legalidad at lehitimidad ng impeachment trial.
“These certification processes help prevent any legal impediments or technicalities that could undermine the impeachment process once it starts rolling. The disrespect for or attempts to undermine the impeachment court processes threaten the independence and credibility of the court and jeopardize public trust in the process itself,” paliwanag ni Tongol.
Ikinumpara ni Tongol ang mga kinakailangang dokumento sa mga kampanya, kung saan kailangan ang awtoridad ng board resolution at secretary certificates.
“So Congress, as a collegial body, is expected to also do the same,” aniya.
Sinabi pa ni Tongol na maaaring magsumite ang Kongreso ng certification at authorization para sa mga bagong prosecutor sabay.
“As a matter of efficiency, the House may elect whatever they want to do on how to comply with those two processes,” dagdag pa niya. Ernie Reyes
