MANILA, Philippines – Tuluyan nang ibinasura ng Senado ang panukala ni Senador Robin Padilla na aamendahan ang 1987 Constitution dahil wala ito sa listahan ng priority measures na inilatag sa Legislative-Executive Development Advisory Council (LEDAC), ayon kay Senate President Francis “Chiz” Escudero.
Sa pagbubukas ng ikatlong sesyon ng 19th Congress, sinabi ni Escudero na isasantabi muna ang ilang bagay na umuubos sa ating enerhiy at naghahati sa publiko.
“For this same reason, pending bills on charter change will be placed in the backburner, and will follow the ordinary and regular process of legislation, if at all,” ayon kay Escudero.
“In its stead, bills which can effect the same result— but without the needless political noise and bickering — will be prioritized. This will allow us to focus our energy on measures which the people truly need,” giit ng Senate president.
Sa press conference, sinabi ni Escudero na hindi nito prayoridad ang Charter change o ng LEDAC na hindi binanggit sa huling pulong.
Pero, tiniyak ni Escudero na hindi masasayang ang lahat ng debate at impormasyon na nakalap sa ilang pagdinig ng charter change sa nakalipas na buwan bagkus, magiging bahagi itong Senate records.
Sinabi pa ni Escudero na hindi ikinokonsidera na kontrobersiyal ang pagbabalik ng death penalty at Legalisasyon ng divorce ngunit, idadaan ito ng “test of legislative process.”
Aniya, tatalakayin ngayon ng Mataas na Kapulungan ang panukalla na inilista ng LEDAC sa pagsasabing hindi one-way process ang lehislasyon.
“Let this standard be used in measuring every government proposal that comes our way, will it make life easier for the Filipino?” ani Escudero.
Ilan din sa pipinuhin ng Senado bago ilapag sa lamesa ng Pangulo ang pambansang badyet.
“Dahil pinagpapawisan ng taumbayan ang buwis na popondo dito, at papasanin ng kanilang mga anak ang pambayad sa utang na pupuno dito, dapat lamang na ang trilyon-trilyong piso na bubunuin nila ay maghatid ng ginhawa sa kanilang buhay,” aniya.
Bukod sa pambansang badyet, nakatakdang talakayin din ng Senado ang praryoridad na Maritime Zone and Sea Lanes Act.
“Make no mistake about it, this Senate is unanimous and unbending in defending our country’s independence and sovereignty. Tayo’y makikipag-kaibigan pero hindi tayo pasisiil. Tayo’y makikipag-usap, pero hindi tayo magpapaapi,” aniya.
“We will strengthen our military, not to ignite any conflict, but in order to secure the peace,” giit pa niya.
Binanggit din ni Escudero sa kanyang speech sa pagbubukas ng sesyon na naipasa ng Kongreso ang batas hinggil sa pagpapaggaan ng malalaking negosyo, pagbabayad ng buwis at bad loan, uunahin din ang panukala upang mapagaan ang pasahero, koneksiyon, pagtatapos ng paaralan, paghahanap ng trabaho, healthcare sa may-sakit, paghahanap ng katarungan at pagbibigay ng pagkain sa bawat pamilyang Filipino.
“Our people are overworked, underpaid, and overburdened. A comfortable life has clearly eluded them for generations. Their dreams and struggles, more than any policy paper, provide what our legislative agenda should contain and should inspire us to work even harder. I say that it is time to reframe our work– and pivot to laws that will make life of the Filipino easier,” aniya.
“Let us do the heavy work, and make hard decisions to unburden the nation and uplift every Filipino. This is our unchanging mandate… We cannot fail, for our failure is their failure, and our defeat will be their defeat. But our triumph will be their triumph.
