MANILA, Philippines – Hinimok ni Senador Raffy Tulfo ang Cybercrime Investigation and Coordinating Center (CICC) na tugunan ang tumataas na kaso ng deepfakes, lalo na’t paparating na rin ang midterm elections.
Ang pangambang ito ni Tulfo ay sinabi niya kasabay ng pagdinig ng Senate Finance Subcommittee para sa proposed 2025 budget ng Department of Information and Communications Technology.
Bilang tugon, sinabi ng CICC na pinalalakas nito ang digital forensics at cybersecurity capabilities parang harapin ang mga bantang ito.
“I’m really concerned with the use of AI to spread fake news. The face of a person, even opening the mouth, speaking, it’s like it’s real… And it’s increasing,” sinabi ni Tulfo.
Iginiit ng mambabatas na maaaring mapaniwala agad ang publiko ng mga AI-generated videos na ito na gumagamit ng mga totoong tao.
“They’re telling people to do something or expose something, when, in fact, that something is fake news,” dagdag pa ng senador.
“And a lot of people will believe it because the faces of the people are real,” ipinunto ni Tulfo.
Sinabi ni CICC Executive Director Alexander Ramos na ang kanyang opisina ay lumilikha ng mga bagong tools sa pakikipagtulungan sa De La Salle – College of Saint Benilde (DLC-CSB).
May pondo ito mula sa Department of Science and Technology – Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD).
“As far as what we are doing at present, because of the lack of regulation on AI here in the country… we are adopting certain standards on identifying what is real and what is not,” ani Ramos.
Sinabi rin niya sa subcommittee na ang mga tool na ito ay tututok sa cryptocurrency, ransomware at artificial intelligence.
“All crimes are related to utilizing any of these three major tools. That’s why we are actually developing a field of expertise in these by continuous training,” aniya.
Noong Agosto, naglunsad ang CICC ng training program para sa mga tauhan ng ahensya at partner agencies nito upang mapabuti ang kanilang digital forensic at cybersecurity capabilities.
Sa 2025, ipinanukala ng CICC ang badyet na ₱487 million, o 2.6% na pagtaas mula sa kasalukuyang badyet.
