MANILA, Philippines – Inihain ni Quezon City 5th District Rep. Patrick Michael Vargas ang panukalang layong magpatayo ng Teen Mom Clinics sa mga pampublikong ospital sa buong bansa para magbigay sa mga buntis na teenager at teen mothers ng komprehensibong healthcare.
Ito ay sa ilalim ng House Bill No. 3988, o proposed “Adolescent Pregnancy Prevention Act,” kung saan ang Department of Health (DOH) ay magtatayo ng specialized Teen Mom Clinics na magbibigay ng komprehensibong prenatal, antenatal, at postnatal care, maging ang postpartum counseling para maiwasan ang paulit-ulit na mga pagbubuntis.
Inaatasan din ng panukala ang Department of Social Welfare and Development (DSWD) na ipaabot ang kasalukuyang residential care facilities para sa disadvantaged women.
Kabilang sa expansion ang specialized multidisciplinary teams na binubuo ng social caseworkers, on-call obstetrician-gynecologists, full-time midwives o nurses, at psychologists, na lahat ay sinanay para tugunan ang malawak na pangangailangan ng pregnant minors.
Bibigyang mandato ng panukala ang DSWD na pangunahan ang pagtatayo ng mas pinalakas na social protection mechanisms laban sa sexual violence, na may malinaw na direksyon at equipped facilities para protektahan ang mga kabataang biktima.
Sa ilalim ng panukala, ang expectant at young mothers na ang pagbubuntis ay nagresulta sa sexual abuse ay agad bibigyan ng legal, medical, at psychosocial services.
“By establishing Teen Mom Clinics and strengthening DSWD shelters, we can promote the welfare of our young people and help them overcome the challenges they are facing. They need care and understanding instead of judgment and discrimination,” ani Vargas.
Sa opisyal na datos, sinabi na nakapagtala ng pagtaas sa live births sa mga babae edad 10 hanggang 14, mula 2,320 noong 2021 hanggang 3,135 noong 2022.
Nagrerepresenta ito ng 35% na pagtaas sa live births sa mga kababaihan sa age group.
Nakita rin sa civil registration records na mahigit 130,000 ng 180,000 births sa minor mothers ay nabuntis ng matandang lalaki, na nagtuturo sa mga kaso ng statutory rape, incest, at sexual exploitation.
“Adolescent pregnancy is a socioeconomic barrier that often conceals cases of sexual abuse and exploitation. We need safe spaces where young people can seek refuge and heal physically and mentally,” sinabi pa ni Vargas.
Dagdag pa, ang panukalang batas ay layong lumikha ng Teenage Pregnancy Prevention Council, na pamumunuan ng DOH secretary at Commission on Population and Development (POPCOM).
Kabilang din sa inter-agency council ang mga representative mula sa DSWD, Department of Education (DepEd), National Youth Commission (NYC), Department of the Interior and Local Government (DILG), Commission on Higher Education (CHED), at Technical Education and Skills Development Authority (TESDA) para makipag-ugnayan sa healthcare, educational continuity, at legal support.
Oobligahin din ang pagtatayo ng Teen Centers sa lahat ng munisipalidad na popondohan sa pamamagitan ng 10% ng Sangguniang Kabataan (SK) fund.
Magbibigay naman ito ng automatic PhilHealth coverage para sa indigent teenage mothers at oobligahin ang mga paaralan na isama ang Adolescent Reproductive Health Curriculum.
Layon din nito na suportahan ang sustainable livelihoods sa pamamagitan ng TESDA skills training at magbabawal sa mga paaralan na paalisin sa pag-aaral ang buntis na menor de edad, o maging ang employer sa pag-alis nito sa trabaho dahil sa pagbubuntis.
“When we provide specialized healthcare and safe shelters, we protect young mothers from trauma and give them a fighting chance at a better life,” ani Vargas.
