MANILA, Philippines – Iniulat ng Commission on Audit (COA) na mayroong P309 milyong halaga ng mga flood control projects ang nakita sa Bulacan bilang mismatched o ghost na isinumite sa Independent Commission for Infrastructure (ICI).
Ayon sa COA ang mga flood control projects na ito ay ang mga sumusunod:
–P46.3 million flood control structure along Balagtas River Purok 2, Barangay San Juan, Balagtas, Bulacan by SYMS Construction Trading
–P92.59 million flood control structure along Maycapiz-Taliptip River, Barangay Perez, Bulakan, Bulacan by SYMS Construction Trading
–P96.5 million Riverbank Protection structure at Barangay Piel, Baliuag, Bulacan by L.R. Tiqui Builders, Inc. and M3 Konstract Corporation joint venture at
–P74.1 million for construction of riverbank protection structure at Barangay Carillo, Hagonoy, Bulacan by Darcy and Anna Builders & Trading
Sinabi ng COA na ang mga proyekto ay itinayo sa isang lugar na iba sa naaprubahang lokasyon. Ang istraktura ay may nakalantad na mga bakal na bar at gumamit ng mga hindi angkop na materyales. Binayaran din ng buo ang contractor sa kabila ng kawalan ng totoong accomplishments.
Sinabi ng audit body na posibleng may pananagutan ang mga sumusunod na tao para sa mga kuwestiyonableng flood control projects: dating Department of Public Works and Highways (DPWH) Bulacan First District Engineering Office District Engineer Henry Alcantara; dating Bulacan First District Engineering Office Assistant District Engineer Brice Ericson Hernandez; Punong Seksyon ng Pagpaplano at Disenyo Ernesto Galang; Engineer Jolo Mari Tayao; Project Engineer Lemuel Ephraim Roque; Inhinyero John Michael Ramos; DPWH Engineer Jaypee Mendoza; DPWH Accountant Juanito Mendoza; Sally Santos ng SYMS Construction Trading; DPWH Engineer Irene Ontingco; DPWH Engineer Joshua Blitz Roxas; Inhinyero Prinsipe Earl Deocampo; ang Luisito Tiquia ng Joint Venture pati na rin ang mga corporate officer at miyembro ng board ng JV at si Darcy Kimel D. Respicio, Owner/Manager ng Darcy & Anna Builders & Trading.
“The individuals involved may face charges for graft and corruption under the Anti-Graft and Corrupt Practices Act, malversation, and falsification of documents under the Revised Penal Code, as well as violations of COA Circular No. 2009-001 and the Government Procurement Reform Act. These audit findings will aid the ICI in its investigation of irregularities in government infrastructure projects,” ayon sa COA.
Nagsimula ang COA na magsagawa ng fraud audits sa mga flood control project noong Agosto 12 ngayong taon. Sinasaklaw nito ang mga proyekto mula Hulyo 1, 2022, hanggang Mayo 30, 2025 sa Bulacan.
Mula noon, nagsumite na ang COA ng siyam na ulat sa pag-audit ng pandaraya sa Tanggapan ng Ombudsman at 12 sa ICI. RNT/MND
