MANILA, Philippines – Nag-isyu si Pangulong Ferdinand Marcos Jr. nitong Sabado, Oktubre 25 ng executive order na nag-aatas sa Department of Agriculture (DA) na magtakda ng flood price para sa palay at magpakilala ng bagong mekanismo para sa implementasyon nito na layong protektahan ang mga magsasakang Pinoy sa napakababang farmgate prices.
Sa kalatas, sinabi ng Presidential Communications Office (PCO) na pinirmahan ni Marcos ang EO 100 nitong Sabado na nag-aatas sa DA na tukuyin at regular na i-adjust ang flood price sa palay “taking into account production costs, market conditions, and farmers’ welfare, while also balancing consumer affordability.”
Nilikha rin sa utos ng Pangulo ang Steering Committee na binubuo ng mga ahensya ng pamahalaan katulad ng DA, Department of the Interior and Local Government (DILG), Department of Trade and Industry (DTI), Department of Agrarian Reform (DAR), Department of Social Welfare and Development (DSWD), at National Food Authority (NFA) para umagapay sa pagtatakda at pagpapatupad ng floor price.
Ayon sa PCO, layon ng direktiba ng Pangulo na i-stabilize ang farmgate prices, protektahan ang mga magsasaka mula sa market volatility, at suportahan ang national food security partikular na tuwing anihan kung saan bumababa ang presyo dahil sa oversupply o sa unfair trading practices.
Sa pag-iisyu ng EO 100, sinabi ni Marcos na “the absence of a just and equitable floor price for palay exposes farmers’ vulnerability to volatile market prices, particularly during the peak of harvest seasons when farmgate prices often drop due to oversupply, weather-related impacts, or unfair trading practices, thereby undermining their livelihood, farm productivity, and long-term agricultural sustainability.”
“In view of the rising production costs coupled with climate-induced production risk and the widening profit margin gap between farmgate price and retail prices, the government recognizes the urgent need to guarantee a fair and just return to farmers by setting a floor price that covers production costs and provides reasonable income while ensuring the affordability and stability of rice supply for consumers,” dagdag pa niya.
Ang paglalabas ng kautusan ay kasabay ng pangamba ng mga magsasaka na ang farmgate prices ng palay ay nananatiling “stubbornly low,” at hinimok ang pamahalaan na ipatupad ang P5 kada kilong support price at ibalik ang taripa sa mga imported na bigas.
Tinukoy din sa EO 100 ang Republic Act 11321 o “Sagip Saka Act,” na nagbibigay mandato sa pamahalaan na direktang bumili ng agricultural at fishery products sa mga akreditadong farmers at fisherfolk cooperatives at enterprises. RNT/JGC
