MULING ITUTULAK ng National Economic and Development Authority ang paglikha sa institutionalized Department of Economy, Planning, and Development (DEPDEV).

Sinabi ni NEDA Secretary Arsenio Balisacan na ang paglikha sa DEPDEV ay makapagpapalakas sa kakayahan ng ahensiya para suportahan ang Philippine Development Plan.

Nauna rito, sinabi ni Balisacan sa Senate hearing na ang pagsasaayos at pagbubuong muli ng NEDA sa isang departamento ay makatutulong para tugunan ang iba’t ibang usapin gaya ng “the inconsistency of public policies; misalignment between national and regional plans; limited linkages among planning, investment programming, budgeting, monitoring & evaluation, and feedback to planning; at lack of continuity of plans and programs.”

Winika pa ni Balisacan na ang hakbang na maging full-fledged department ay ‘will institutionalize the monitoring and evaluation of priority programs, activities, and projects (PAPs)’ ng government units sa iba’t ibang lugar sa bansa kahit pa ano ang prayoridad ng kasalukuyang administrasyon.

“Evaluation is also one that we are trying to strengthen because we really don’t have a systematic process of seeing whether the projects that are being supported are working or not, are achieving their objectives or not… That’s a major feature we want to do here so that we can ensure that the projects being funded by the people’s money are actually achieving their objectives,” ayon kay Balisacan.
