MANILA, Philippines – Sinabi ni Pangulong Ferdinand Marcos Jr. na pipirma ito ng bagong polisiya ngayong taon na mag-aamyenda sa executive order ni dating Pangulong Rodrigo Duterte na devolution ng ilan sa mga tungkulin ng local government units.
Ito ang inanunsyo ni Marcos sa kauna-unahang Local Government Summit 2024 sa Philippine International Convention Center sa Pasay City na aamyendahan umano niya ang EO No. 138 na pinirmahan ni Duterte noong 2021.
“This year, we also target to issue the [order] amending Executive Order No. 138, s. 2021, with clearer parameters on the functions, services, and facilities that are to be devolved,” saad sa speech ni Marcos.
Sa oras na maging malinaw ang parameters, magkakaroon ng mas malaking kapasidad ang mga local na pamahalaan na magpatupad at mag-localize ng kanilang Sustainable Development Goals.
“We have been working on this for a good long while and I think we have found a formula wherein we divide the funding according to the way that we determine services belong to — as a responsibility to the national government, other services belong to the local government,” ani Marcos.
“In that way, we are able to satisfy the needs as best as we can for both the national government and most importantly for the local government as the Mandanas ruling really directs itself towards the improvement in the local government situation,” dagdag pa niya.
Sa Mandanas vs. Garcia ruling ng Supreme Court, sinasabi na ang ‘just share’ ng LGUs mula sa national taxes ay hindi limitado sa national internal revenue taxes na nakolekta ng Bureau of Internal Revenue ngunit kasama ang koleksyon ng Bureau of Customs, na nagpapataas sa tax base kung saan kinakalkula ang share ng mga LGU at nagpapalakas sa fiscal decentralization.
Inilalatag sa EO 138 ang full devolution ng ilang tungkulin ng executive branch ng pamahalaan sa mga LGU kabilang ang implementasyon ng local infrastructure projects.
Ayon kay Marcos, bagamat okay naman ang EO sa papel ay magdudulot ito ng pagbaba ng pondo ng local government executives. RNT/JGC
