MANILA, Philippines – TINIYAK ng Department of Foreign Affairs (DFA) na may nakalatag ng contingency plans para sa mga overseas Filipino workers (OFWs) “in case of emergencies at crisis situations” sa gitna ng pabago-bagong security situation sa Gitnang Silangan.
Ibinigay ni Foreign Affairs Undersecretary Eduardo De Vega ang katiyakan sa isinagawang pagdinig ng House of Representatives Committee on Overseas Workers Affairs ukol sa crisis plan ng bansa para sa mga OFWs sa harap ng tumitinding tensyon sa rehiyon.
Sa katunayan, 9 mula sa 10 ang iskor na ibinigay na De Vega sa naging paghahanda ng bansa, sinabi pa na patuloy na inaayos ng gobyerno ang response mechanisms nito base sa ‘extensive experience’ sa pamamahala sa kahalintulad na krisis sa nakalipas.
Sinabi pa nito na ang bawat Philippine embassy sa rehiyon ay may sariling contingency plan.
“Our embassies all have contingency plans in place,” ayon kay De Vega.
Sa kabilang dako, binigyang-diin naman ni DFA Assistant Secretary Robert Ferrer na dapat lamang na manatiling confidential ang ‘specifics’ ng contingency plans para sa security reasons.
“We cannot discuss for obvious reasons the detailed contingency plans because we do not want these details to fall into the wrong hands because we need to protect the escape routes, the contact points, the airport routes, the sea routes of our nationals in case malaman ng ibang undesirables,” ayon kay Ferrer.
“These contingency plans are done in coordination with the host governments,” aniya pa rin.
Ayon kay Ferrer, nakikipag-ugnayan na ang DFA sa iba pang ahensiya ng pamahalaan sa pamamagitan ng One-Country Team Approach (OCTA) upang tiyakin na ang implementasyon ng Philippine foreign policy sa ibang bansa ay “properly coordinated, coherent, and compliant with the laws of the host government.”
“All plans, suggestions, contingency measures are led by the ambassador on the ground or the consul general and doon pa nagco-coordinate lahat,” ayon kay Ferrer.
Nanawagan din ito sa mga mambabatas na panatilihin ang budgetary allocations para sa Assistance to Nationals fund at legal assistance funds bilang “future crises are always on the horizon.” Kris Jose
