MANILA, Philippines – Inihayag ng Department of Information and Communications Technology (DICT) nitong Miyerkules, Oktubre 2 na nakikipagtulungan sila sa social media sites para solusyunan ang pagkalat ng mga pekeng content na ginawa gamit ang artificial intelligence (AI), lalo na sa papalapit na Eleksyon 2025.
Ito ang sinabi ni DICT Undersecretary Jeffrey Ian Dy kasabay ng pagdinig ng Senate finance subcommittee sa proposed P7.8-billion proposed 2025 budget ng ahensya.
“We have a coalition with major social media platforms. We agreed on a watermarking and categorization system. Once they detect that it is an AI generated or edited video in general or a video that was shown without the sufficient context, pagtutulong-tulungan namin ma-detect [we will work together to detect it] and they will watermark it,” ani Dy.
“They will put a label saying either this video is out of context or maglalagay sila ng [they will put a label that states] ’this is possibly AI generated,’” dagdag niya.
Sinabi ng DICT official sa Senate panel na may information materials ang ahensya na makatutulong sa publiko na matukoy ang mga content na AI-generated at mga lehitimo.
Sa kabila nito, pinuna ni Senador Raffy Tulfo ang tila kawalan ng aksyon ng DICT laban sa pekeng AI-generated content.
“You haven’t done nothing for me as far as I’m concerned… ‘Yung mga tao ko mismo ang tumawag sa Facebook. Tao ko mismo ang gumawa ng paraan para ma-delete ‘yun. Pero kayo wala, wala kayong nagawa,” giit ni Tulfo.
Humingi naman ng paumanhin si Dy na hindi natugunan ng DICT ang naturang content, ngunit sinabi ni Tulfo na sila ay may record ng “URLs reported to social media which were blocked, removed.”
Iginiit ng DICT na wala pang batas na magbibigay sa kanila ng pagkakataon na magkaroon ng regulasyon sa social media platforms.
“Nire-report lang din namin ito…Mas mabilis kasi we have back-end but the decision to remove or categorize it is with the platforms,” anang DICT.
Samantala, sinabi ni Senador Sherwin Gatchalian sa DICT na mas palakasin pa ang kanilang operasyon dahil karaniwang target ng data breach ang mga website ng pamahalaan.
Ayon kay Gatchalian, ang mga sector na may pinakamaraming naitalang data breaches ay ang government offices sa 40%, “other sites” sa 18%, financial at education sectors sa 15% at manpower agencies sa 12%.
“Itong [these] government breaches should go down because nakakahiya naman na [it’s embarrassing that] we are forcing the private sector to comply with data privacy laws but we, government, we’re not complying,” sinabi pa ni Gatchalian.
Aminado naman si National Privacy Commission (NPC) Commissioner at Chairman John Henry Naga na ang mga opisina ng pamahalaan “really need to update” their firewalls, antivirus, and cybersecurity.
“We need to have the proper physical technical and organizational security measures,” ani Naga.
“We do conduct compliance check every now and then. But due to very limited manpower of the National Privacy Commission, we can only do so much,” dagdag pa.
Nag-isyu na ang Department of the Interior and Local Government ng memorandum circular noong Setyembre 12, 2024 na nag-oobliga sa lahat ng government units na magparehistro sa NPC.
Ang NPC ay obligadong magpasa ng ulat sa compliance ng local at national agencies sa Data Privacy Law sa kahalagahan ng pagprotekta sa datos na kinokolekta ng mga ahensya. RNT/JGC
