MANILA, Philippines – Nangalampag na si Bicol Saro Partylist Representative Brian Raymund Yamsuan sa mga kapwa mambabatas na ipasa na ang panukalang batas na nagsusulong ng pagkakaloob ng disenteng sahod sa mga civilian personnel sa Philippine National Police (PNP).
Kaakibat na nilalaman ng nabanggit na panukala ang pagsisiguro sa security of tenure ng mga sibilyang empleyado ng bansa at mga law enforcers na mabigyan ng disenteng sahod at maayos na benepisyo.
Binigyang diin ni Yamsuan, dating assistant secretary ng Department of the Interior and Local Government (DILG) na ang panukalang Magna Carta for Non-Uniformed Personnel (NUP) na inihain ni Camarines Sur 2nd District Rep. LRay Villafuerte ay dapat pagtuunan ng pansin at aprubahan upang mabigyan ng sapat na benepisyo ang mga sibilyang empleyado ng PNP, Armed Forces of the Philippines (AFP), at lahat ng mga nasa uniformed agencies.
“Non-uniformed personnel work as partners in protecting the lives of the Filipino people. Their jobs are as valuable as their uniformed counterparts. Hence, this bill seeks to improve the social and economic well-being of all NUP as well as to ensure that their rights are protected. It also aims to help professionalize our public safety workforce, boost employee morale, and ensure accountability and responsiveness of our institutions,” ani Yamsuan at Villafuerte nang ihain ang House Bill 7981.
Kabilang sa probisyon ng Magna Carta ang NUP sa Bureau of Jail Management and Penology (BJMP), Department of National Defense (DND), Bureau of Fire Protection (BFP), Bureau of Corrections (BuCor), Philippine Coast Guard (PCG), at National Mapping and Resource Information Authority (NAMRIA).
“Our NUP in the PNP, AFP and other uniformed agencies often work long hours without being justly compensated for such efforts, and are at times exposed to high-risk working conditions, but lack the benefits, job security and social protection they deserve.”
Banggit pa ng kongresista na libong mga NUP ang kasalukuyang nasa PNP at AFP ang masyado nang huli kung sahod ang pag-uusapan gayung 2018 pa nagkaroon ng pagtaas ang sahod ng mga unipormadong personnel.
Nakasaad sa HB 7981 na an gsalary scale ng NUP ay maging kapantay ng uniformed personnel “should also be comparably equal to those paid in other occupations or professions requiring equivalent or similar qualifications, training and abilities regardless of rank positions.”
Bukod sa P1,000 overtime pay, night differential pay, longevity pay, laundry allowance kada buwan, isang sakong bigas, at clothing allowance na P6,000 bawat taon ay nararapat lamang na maibigay din sa mga NUP.
Nakapaloob din sa HB 7981 ang pagbibigay sa NUP ng vacation at sick leaves, study leaves, maternity at paternity leaves, mandatory leave na 5 araw na may bayad, separation benefits at scholarship privileges para sa mga anak.
Ayon kay Yamsuan, kabilang sa nilalamang probisyon ng panukala ang kompensasyon para sa mga sugatan “in the line of duty” at libreng pagpapagamot kung nagkasakit sa panahon ng pagtupad ng kanilang mga gampanin. Meliza Maluntag
