MANILA, Philippines – Ipinag-utos ni Pangulong Ferdinand Marcos Jr. ang serye ng domestic reforms para labanan ang korapsyon, pagandahin ang fiscal fairness, at pababain ang gastusin sa pamumuhay.
Ito ang mga hakbang na aniya’y mahalaga upang patatagin ang kredibilidad ng bansa bago ito maging chairman ng Association of Southeast Asian Nations (ASEAN) sa susunod na taon.
“The strength of ASEAN depends on the individual strength and prosperity of its members,” ani Marcos sa kanyang departure speech sa Pasay City nitong Sabado, Oktubre 25.
Ayon sa Pangulo, tinutulungan ng administrasyon niya na maging “mas tumutugon, responsable, at transparent” ang pamahalaan bilang bahagi ng pagsisikap para sa pambansang integridad at katatagan ng ekonomiya.
Iniutos ni Marcos sa Department of Public Works and Highways (DPWH) na bawasan ng hanggang 50% ang presyo ng construction materials matapos matuklasan sa internal review na sobrang mahal ang presyo ng ilang materyales gaya ng asphalt, steel bars, at semento.
“In order to ensure that the costs of DPWH will reflect the costs of the market and to ensure that the people’s money is correctly spent, I have directed the DPWH Secretary to bring down the cost of materials by as much as 50 percent,” ani Marcos.
Ayon sa kanya, maaari itong magresulta ng P30 hanggang P45 bilyong pagtitipid, na maaaring ilaan sa mga serbisyong tulad ng kalusugan, edukasyon, at pagkain.
Bukod dito, iniutos din ng Pangulo sa Bureau of Internal Revenue (BIR) na imbestigahan at panagutin ang mga sangkot sa iregularidad sa mga flood control projects, habang sinisiguro ang patas na pagtrato sa mga micro, small, and medium enterprises (MSMEs) at mga malalaking korporasyon na tapat sa pagbabayad ng buwis.
“We are moving the focus from the MSMEs and from the auditing of large corporations. We are moving those efforts towards these questionable projects that we have been able to find,” pahayag ni Marcos.
Inatasan din ng Department of Finance (DOF) ang BIR na pasimplehin at ibaba ang creditable withholding tax rates upang mapagaan ang compliance burden ng mga taxpayer nang hindi nalulugi ang gobyerno.
Kasama rin sa mga inaprubahan ng Pangulo ang pagtaas ng ceiling para sa tax-exempt de minimis benefits, kabilang ang uniform at clothing allowance ng mga empleyado.
“As an example, the uniform and clothing allowance of more than P7,000 per year is subject to tax. Since the cost of clothing has risen, we are looking at increasing the de minimis ceiling to P8,000 a year,” ani Marcos.
“These changes are not just about numbers. They are about fairness and dignity in the workplace. Every Filipino worker deserves to benefit from the nation’s growth,” dagdag pa niya.
Tiniyak din ng Pangulo ang pagpapatupad ng maximum suggested retail price para sa imported rice at ang patuloy na access sa P20 rice program.
Sinabi ni Marcos na nakikipag-ugnayan ang Department of Trade and Industry (DTI) sa mga manufacturer upang bantayan at kontrolin ang presyo ng mga bilihin, lalo na bago ang holiday season.
“We hear our people’s call for government interventions to lower the price of goods, especially food,” aniya.
