MANILA, Philippines – INAPRUBAHAN ng Department of Budget and Management (DBM) ang mga alituntunin para sa pilot implementation ng isang online platform o electronic marketplace para sa procurement ng ‘supplies at equipment’ ng mga ahensiya ng pamahalaan mula sa mga kapuri-puring supplier.
Sinabi ng departamento na inaprubahan ni Budget Secretary Amenah Pangandaman, chairman ng Government Procurement Policy Board (GPPB), ang GPPB Resolution 06-2024 na may petsang Oct. 4, 2024.
“Masaya po tayo sa progreso ng ating digitalization efforts para sa procurement systems, lalo na’t ilang buwan palang po noong maisabatas ang NGPA,” ayon sa Kalihim.
Buwan ng Hulyo, tinintahan ni Pangulong Ferdinand Marcos Jr. ang Republic Act 12009 o New Government Procurement Act (NGPA), inamiyendahan ang 20-year old Government Procurement Reform Act.
Kabilang sa mga kapansin-pansing katangian ng bagong batas ay ang paggamit ng alternatibong ‘modes of procurement’ gaya ng paglikha ng “e-marketplace” para sapagbili ng pamahalaan ng common-use supplies and equipment (CSE) sa pamamagitan ng Procurement Service of the Department of Budget and Management (PS-DBM).
Sa kabilang dako, sinabi naman ng DBM na ang mga bagong alituntunin sa pagpapatupad ng e-marketplace para sa government procurement “would ensure a successful pilot and eventual nationwide implementation.”
Winika ng DBM na ang pilot phase ay nakatuon sa common-use supplies and equipment, partikular na sa motor vehicles, airline tickets, cloud computing services, at software licenses, igarantiya na ang eMarketplace ay nasubukan na sa isang ‘controlled at measurable environment.’
Idinagdag pa ng DBM na ang bawat CSE ay sasailalim sa mahigpit na balidasyon ng PS-DBM para kumpirmahin ang pagsunod sa teknikal na pamantayan at kahandaan para maisama.
“The guidelines were developed by the GPPB through extensive consultations with government agencies,” ayon sa DBM.
Idagdag pa rito, ang feedback mula sa stakeholders ay maingat na isinama upang ihanay sa eMarketplace’s features na may praktikal na pangangailangan ng users nito.
“We have many brilliant minds involved in reviewing and revising the guidelines. We have the National Economic and Development Authority, the Department of Education, Department of National Defense, Department of Interior and Local Government, Department of Public Works and Highways, Department of Transportation, Procurement Service of the DBM, as well as representatives from the private sector. Lahat po kami nagtulong-tulong dito ,” ang litaniya ni Sec. Pangandaman.
“Provisions allow procuring entities (PEs) to source CSEs from other suppliers under specific circumstances, such as stock unavailability or when other options are more efficient, practical, or economically viable, as expressly provided in the NGPA,” ayon sa DBM.
“To streamline the procurement process, the e-marketplace will make use of electronic signatures and payments. An automated system will handle submission and processing of procurement requests, reducing paperwork and delays, ” ang tinuran pa rin ng departamento.
At para sa ‘smoother adoption,’ sinabi ng Budget Department na ang detalyadong training modules at support systems ay ipagkakaloob naman ng PS-DBM.
“These will equip users with the skills and knowledge needed to effectively use the platform,” ang winika pa rin ng DBM.
Ang nirebisang mekanismo para sa pilot’s performance ay na- established na rin para sa e-marketplace, kung saan dapat na magsumite ang PS-DBM ng GPPB para i- determina ang system efficiency at procurement effectiveness para i- refine pa lalo ang sistema.
Tinuran pa ng DBM na “the digital platform streamlines procurement activities by offering a centralized online system where government requirements are met with greater accessibility and clarity under a robust legal framework.” Kris Jose
