MANILA, Philippines – Umaasa sina dating Bulacan first district assistant engineers Brice Hernandez at Jaypee Mendoza na sila ay maikokonsidera bilang state witness sa imbestigasyon sa maanomalyang flood control projects.
Ito ay kasunod ng rekomendasyon ng Department of Justice sa Office of Ombudsman its na magsampa ng iba’t ibang reklamo laban sa mga opisyal ng Department of Public Works and Highways – Bulacan First District Engineering Office at mga kontratista na sangkot dito.
“We are hopeful that the DOJ will recognize that Brice and Jaypee’s testimonies are essential and that they can be considered state witnesses to ensure convictions of top officials behind these anomalies,” pahayag ni Atty. Ernest Levanza, abogado nina Hernandez at Mendoza.
Nitong Martes ay ini-refer na ng DOJ sa Office of the Ombudsman ang rekomendasyon nito na maghain ng reklamong graft, malversation, perjury at falsification of public documents laban sa mga opisyal ng DPWH at mga kontratista na sangkot sa limang flood control projects sa probinsya.
Natanggap naman ni Ombudsman Jesus Crispin Remulla ang referral.
“Low hanging fruits ito. Open and shut cases. Ghost e. May lumabas na pera, may tumanggap ng pera, [pero] walang proyekto,” ani Remulla.
“Ang tingin ko rito, mabibilisan natin ito. Wala nang atrasan ito. These are signed affidavits. The evaluation [of this referral] should take 10 to 15 [working] days….[that] would be sufficient to do it, but preliminary investigation would be longer,” dagdag pa niya.
Bukod kina Hernandez at Alcantara, inirekomenda rin ng DOJ prosecutors ang pagsasampa ng reklamo laban kina:

Ani Remulla, sakop ng referral ng DOJ ang mga opisyal ng pamahalaan na mas mababa sa Salary Grade 27.
Nangangahulugan ito na ang mga kaso ay maisasampa sa regional trial courts, at hindi sa Sandiganbayan na humahawak naman sa mga kaso ng mga opisyal na mas mataas sa Salary Grade 27. RNT/JGC
