MANILA, Philippines – Ang Department of Health (DOH) ay kasalukuyang mayroong 1,823 na hindi pa natatapos na mga health center, na tinatayang nagkakahalaga ng P32.4 bilyon.
Sa huling bahagi nitong Lunes ng interpelasyon ng iminungkahing P262.8-bilyong badyet ng ahensya para sa 2026, nagtanong si Sen. Loren Legarda tungkol sa bilang ng mga idle o hindi natapos na mga pasilidad sa ilalim ng Health Facilities Enhancement Program ng DOH.
“We actually have 1,823 facilities identified as needing completion with an estimated cost of P32.4 billion,” ayon kay Sen. Pia Cayetano, na nagprisinta ng budget ng DOH sa Senado.
Pagkatapos ay nagtanong si Legarda kung ang P32 bilyon ay bahagi na ng panukalang badyet ng DOH.
“It’s not in the NEP (National Expenditure Program),” sagot ni Cayetano, na nagpapaliwanag na ang ahensya ay hindi pa nagbibigay ng mga detalye tungkol sa hindi natapos na mga center “to find which ones are the easy fixes.”
Ang hindi pagsasama ng kinakailangan sa pagpopondo ay nagpagulo kay Legarda, na binanggit ang isang naunang pahayag ng Department of Budget and Management upang unahin ang pagkumpleto ng mga hindi natapos na istruktura kaysa sa bagong konstruksiyon.
“I express my frustration because I was informed earlier that the priority would be to finish incomplete structures and if we don’t amend the GAB and do not find the P32 billion in the GAA, which many call an insertion but it’s a necessary amendment, what happens to the people in the provinces who are awaiting the completion of these hospitals?” tanong niya.
Ang GAB ay General Appropriation Bill habang ang GAA ay kumakatawan sa General Appropriation Act.
“They would have to wait until 2027 again, praying and hoping that the DOH will fund the completion of their health centers,” patuloy ni Legarda.
Kalaunan ay ipinaliwanag ni Cayetano na ang pagpopondo para sa pagkumpleto ng ilang ospital at health center ay kasama sa Tier 1, bagama’t marami pang iba ang naiwan para sa Tier 2.
Gayunpaman, kinuwestiyon ni Legarda kung bakit palaging umiiral sa DOH ang parehong problema ng hindi natapos na mga istruktura.
“There’s always some unfinished structures, and it’s not just one or two, it’s by the hundreds and hundreds and by the billions of pesos. So why do they start to build all that, if they do not complete it?” tinanong niya muli.
Iniugnay ito ng DOH sa zero budgeting system.
“They can only ask for the budget that they can consume in a year,” paliwanag ni Cayetano. RNT/MND
