MANILA, Philippines – SINABI ni Agriculture Secretary Francisco Tiu Laurel Jr. na binanggit ni Pangulong Ferdinand Marcos Jr. ang ilang pangalan ng pinaghihinalaang agricultural smugglers.
Target ng Department of Agriculture (DA) na kagyat na aksyunan at harapin ang mga ito sa first quarter ng susunod na taon.
Inihayag ito ni Laurel sa isinagawang pagdinig ng Commission on Appointments (CA) kung saan ay tinanong ni Senator Grace Poe kung napag-usapan nila ni Pangulong Marcos ang “usual suspects” sa agricultural smuggling sa bansa na sinagot naman ni Laurel na “Yes, a few.”
“Basically, we have those names na of the people that were usual suspects. I have a new intelligence and enforcement unit who are verifying everything so maybe by first quarter of next year we will be moving it already,” aniya pa rin.
Sinabi pa ni Laurel na nakatakda nilang kasuhan ang mga sangkot na indibiduwal.
Giit ni Poe, dapat lamang na isulong ng gobyerno ang kaso laban sa agricultural smugglers upang ipakita sa iba na epektibo ang batas na uusig sa mga smuggler sa bansa.
“Kung masampolan lang isa o dalawang ‘yun, hihina ang loob ng iba kasi nagkaroon na ng Exhibit A, ng example. So yun lang siguro ang hinihintay natin para magkaroon ng ngipin ang batas,” ayon pa kay Poe.
Samantala, kasalukuyan namang pinag-uusapan sa Senado ang batas na magdedeklara sa agricultural smuggling at hoarding bilang economic sabotage kapag ang halaga ng bawat agricultural at fishery product ay papalo sa P1 million.
Sinertipikahang “urgent” ni Pangulong Ferdinand Marcos Jr. ang pagpapasa ng panukalang nagbibibigay pakahulugan sa krimen ng agricultural economic sabotage — bagay na bubuo rin sa anti-agricultural economic sabotage council.
Bibilisan ni Pangulong Marcos ang Senate Bill 2432 sa pamamagitan ng liham na ipinadala kay Senate President Juan Miguel Zubiri.
“The bill repeals Republic Act No. 10845, or the Anti-Agricultural Smuggling Act of 2016, and seeks to promote the productivity of the agriculture sector and to protect farmers and fisherfolk from unscrupulous traders and importers and ensure reasonable and affordable prices of agricultural and fishery products for consumers,” ayon sa pahayag na inilabas sa President Communications Office
“The bill also imposes severe sanctions on the nefarious acts of smuggling, hoarding, profiteering, and cartel of agricultural and fishery products, including a penalty of life imprisonment and a fine thrice the value of the agricultural and fishery products subject of the crime as economic sabotage.”
• Kung maisasabatas, haharap sa mga sumusunod na parusa ang mga opisyales ng gobyernong mapatutunayang sangkot sa naturang krimen habambuhay na disqualification sa public office
• habambuhay na disqualification sa pagboto
• habambuhay na disqualification sa paglahok sa anumang pampublikong eleksyon
• pagbawi ng monetary at financial benefits mula sa trabaho
Kung “juridical person” sang may sala, ilalapat ang criminal liability sa lahat ng opisyales na lumahok sa sa paggdedesisyon hanggang sa dumulo sa krimen.
Kabilang sa mga parusa ang “perpetual absolute disqualification to engage in any business involving importation, transportation, storage and warehousing, and domestic trade of agricultural and fishery products.”
“Government authorities also has the right to confiscate the agricultural and fishery products which are subject of the prohibited acts and the properties used in the commission of the crime of agricultural economic sabotage such as, but not limited to, vehicles, vessels, aircrafts, storage areas, warehouses, boxes, cases, trunks, and other containers of whatever character used as receptacle of agricultural and fishery products,” dagdag pa ng PCO.
