MANILA, Philippines- Itinanggi ni dating Armed Forces of the Philippines (AFP) Western Command (Wescom) chief, Vice Admiral Alberto Carlos, ang paglagda ng anumang lihim na kasunduan sa China.
“There are stories about me making secret deals with China and their officials. These are completely false,” giit ni Carlos sa Senate hearing nitong Miyerkules.
Subalit, inamin ni Carlos na nakipag-usap ito sa Chinese military attache na kinilala niya bilang si “Senior Col. Li” noong Enero.
“I did not forge any agreement at the level and magnitude that would bind our two countries for the long term and redefine foreign policy,” pahayag ni Carlos sa mga miyembro ng Senate Committee on National Defense and Security, Peace, Unification and Reconciliation.
“As Wescom commander, I have done my very best to provide for the welfare of Wescom personnel. I did not enter into any secret deals that will compromise the interest of our country,” dagdag niya.
Hindi rin umano siya nagbigay ng permiso kanino man na i-record ang kanyang pakikipag-usap sa Chinese official.
Ani Carlos, ang umano’y kasunduan sa “new model” upang pangasiwaan ang WPS issue ay hindi naging bahagi ng pag-uusap na tumagal lamang umano ng tatlo hanggang limang minuto.
Sa parehong pagdinig, sinabi ni Department of Justice (DOJ) Senior State Counsel Atty. Fretti Ganchoon na lumabag ang Chinese Embassy sa batas ng Pilipinas sa pagsisiwalat ng umano’y transcript ng usapan.
“It could be considered as a violation of the wiretapping law, This is the first time that we are hearing the sworn testimony of Vice Admiral Carlos because we are not also sure of the truthfulness, or the authenticity of the transcript,” wika ni Ganchoon.
Tiniyak ni Senator Jinggoy Ejercito Estrada na maghahain ng kaukulang remedial measures mula sa aniya’y manipulasyon ng wiretapped phone conversation sa pagitan ni Carlos at ng Chinese military attaché upang palabasin na nagkaroon ng lihim na kasunduan upang pangasiwaan ang tensyon sa West Philippine Sea.
“Nakakabahala itong wiretapping incident kaya dapat meron tayong gawing hakbang tungkol dito,” ani Estrada, pinuno ng Senate Committee on National Defense and Security.
“At mas nakakabahala na kayang-kaya tayong manipulahin nitong mga Chinese officials, kayang i-manipulate ang isang conversation, pag-uusap para tayo ay guluhin at paghinalaan pa ang isang bemedalled officer katulad ni Vice Admiral Carlos na tapat na naglilingkod sa ating bayan,” patuloy ng senador.
Inilahad ni Carlos sa komite na nakipag-ugnayan sa kanya ang Chinese official ilang araw na ang nakalilipas.
“But I did not reply,” anang AFP official. “He sent me a message two days ago Sir but I did not acknowledge.”
Litanya niya, handa siyang ibunyag ang buong detalye sa isang executive session.
“Guilty siya na siya nagpalabas (ng phone conversation)?” tanong ni Estrada kay Carlos, na sinagot naman ng huli: “That is a reasonable assumption Sir.” RNT/SA
