Malaki ang paniniwala ni Senate President Francis “Chiz” Escudero na mahirap ipatulad ang mandatory mandatory Reserve Officers’ Training Corps (ROTC) sanhi ng kawalan ng pondo mataos makipagpulong sa ilang opisyal ng Department of National Defense (DND) sa pangunguna ni Secretary Gilbert Teodoro Jr.
Sa press briefing, sinabi ni Escudero na kailangan ng DND ng mahigit P27 bilyon o higit sa P8 bilyon kada taon upang maipatupad ang mandatory ROTC sa loob lamang ng tatlong taon.
Gagamitin ang pndo sa pagbili ng combat boots, uniform, allowance, stipend ng trainers, at iba pang office supplies.
“Right now, it will be tough. That’s as far as I can say. It will be tough especially given the other expenditures that the government needs to allocate funds for in the coming year, given even the elections,” ayon kay Escudero.
Senate Bill No. 2034 or the ROTC Act is one of the priority measures of the Legislative Executive Development Advisory Council (LEDAC) and currently in its second reading in the Senate.
Escudero said DND is also recommending that ROTC graduates should not be automatically entered into the Armed Forces of the Philippines’ (AFP) reserve force, which will also require more funding.
“Ngayon pa lang nga daw sa ilalim ng NSTP (National Service Training Program) ay mahaba ang kanilang backlog sa pag-accommodate ng reserve na naga-apply,” ani Escudero.
Iminungkahi ng DND na dapat gawing generic ang ROTC training nang walang espisipikong assignment sa bawat pamantasan di tulad ng nakaraang implementasyon.
“We will relay that to the committee and make sure that they take note of it and consider it during the period of amendments,” ayon kay Escudero.
Sinabi pa ni Escudero na kailangan pang hanapan ng Kongreso kung saan kukunin ng pondo para sa implementasyon ng mandatory ROTC.
Patuloy na inaamin ni Escudero na hindi siya kumbinsido na kailangan buhayin ang ROTC sa bansa pero tiniyak nitong hindi siya magiging sagabal sa pagsasabatas nito kahit pabor ang mayorya ng miyembro ng Senado sa panukala. Ernie Reyes
