MANILA, Philippines – Nagbanta si Department of Finance (DOF) Secretary Ralph Recto na hahamunin niya si Rep. Ryan Recto sa kanyang distrito sa susunod na halalan sa isang comedic exchange sa pagitan ng mag-ama noong Lunes ng gabi, Agosto 18 sa marathon budget briefing ng Development Budget Coordination Committee (DBCC).
Nangyari ang palitan habang sinusubukang tanungin ni Batangas 6th district Rep. Recto, ang DOF secretary tungkol sa adhikain ng Pilipinas na maging upper-middle income country.
Ngunit mahabang paunang salita ang ibinigay ng baguhang kongresista sa kanyang tanong.
“In the DOF’s previous presentation for the 2025 budget deliberations, it was stated by the good secretary of finance that the country is on the verge of becoming an upper-middle income country by 2025…Last year, the World Bank (WB) defines upper-middle income country-economies as those with a GNI (Gross National Income) per capita of ranging between $4,516–more or less P250,000–[and] $14,005 US dollars for 2025,” saad ni Rep. Recto.
Nagpatuloy siya sa paglalagay ng mga numero sa DBCC: “Last year, the World Bank (WB) defines upper-middle income country-economies as those with a GNI per capita of ranging between $4,516–more or less P250,000–[and] $14,005 US dollars for 2025. For the fiscal year 2026, the WB defines an upper-middle income economy as one with a GNI per capita, using the WB atlas method..between $4,496 and $13,935.”
Sinabi ni Rep. Recto na ang kasalukuyang GNI per capita ng Pilipinas ay $4,470–malapit sa upper-middle income economy threshold.
“Sayang po. Muntikan na po itong ma-classify as upper-middle income sa bansa. $26 lang po ang pagitan,” aniya.
Sinagot naman ito ni DOF Secretary Recto na “Huwag kang manghinayang, aabutan natin sa taong ito.”
Ang mga opisyal ng gabinete ay nagtawanan nang idinagdag niya: “At kung marami ka pang tanong sa akin, lalabanan kita sa distrito.”
“Well, I was going to say, Mr. Secretary, I believe we are capable of achieving that target. I Therefore commend the economic team and this administration, which includes you, Mr. Secretary,” sagot niya sa kanyang ama.
“Hindi naman po biro ang nakamit ninyong achievements. So congratulations,” dagdag niya.
“Thank you very much, you will be unopposed again,” saad ni Secretary Recto, habang siya at ang iba pang dumalo sa House Committee on Appropriations-led briefing ay muling natawa sa kanyang anak.
Binanggit ni Rep. Recto na ang GNI per capita ng Pilipinas sa taong ito ay isang pagpapabuti mula sa $4,230 na nai-post nito noong nakaraang taon. RNT/MND
