Media launch ng Open Government Partnership Asia and the Pacific Regional Meeting 2025 mahalagang hakbang tungo sa ‘democratic governance’ – Bersamin

MANILA, Philippines- Isang mahalagang hakbang ang isinagawa ng Department of Budget and Management (DBM) na media launch ng Open Government Partnership Asia and the Pacific Regional Meeting 2025 sa pangunguna ni Philippine Open Government Partnership Chairperson at DBM Secretary Mina Pangandaman.

Sa naging mensahe ni Executive Secretary Lucas Bersamin, sinabi nito na: “This event is a pivotal step in our journey toward enhancing democratic governance and empowering the Filipino people.”

Inihayag ni Bersamin na ang lahat ay naninindigan at nagkakaisa at matatag sa pangako na pangalagaan ang gobyernong “transparent at accountable.”

“As well as responsive to the needs and aspirations of our citizenry,” aniya pa rin.

Winika pa nito na ang hindi matitinag na dedikasyon at “passion” para sa kanilang mga ginagawa na may mahalagang papel sa paghulma para sa isang mas produktibo lipunan.

“We recognize the power of your platforms to amplify voices, disseminate vital information and cultivate an informed citizenry. The government, under the leadership of President Ferdinand R. Marcos, Jr., recognizes the importance of transparency and accountability to good and effective governors,” aniya pa rin.

Sa panahon ng administrasyong ito, ang Philippine Open Government Partnership ay itinatag sa pamamagitan ng ipinalabas na Executive Order No. 31 noong June 2023 sa layuning isulong ang ‘transparency at inclusivity’ sa national at local governance processes.

Binigyang-diin ni Bersamin na ang promosyon ng open government ay hindi lamang mag-isang responsibilidad ng gobyerno, “It is equally part of a collective mission that demands the participation and collaboration of all stakeholders. For this reason, therefore, your insights, contributions and commitment are invaluable to creating a more transparent, more accountable and more inclusive government,” ang sinabi ni Bersamin sabay sabing “With the support and active engagement of every stakeholder, we can surely pave the way for a brighter and inclusive future where every Filipino has the right and the means to contribute to open and good governance.”

Samantala, sa maikling mensahe naman ni Pangandanman, bilang nanguna sa paglulunsad ng Asia and the Pacific Regional Meeting (APRM) sa DBM Central Office, Boncodin Hall, San Miguel, Manila, araw ng Miyerkules, Enero 15, sinabi nito na: “Simula nang pagkatiwalaan ako ng Pangulo na mamuno sa DBM, isa na sa mga prayoridad natin ang pag-adjust ng ating national fiscal policies upang umayon sa mga prinsipyo ng open governance.”

Layon ng OGP na i-promote ang ‘transparency, accountability, at civic participation’ sa pamamahala.

Ang APRM, nakatakdang simulan mula Pebreo 5 hanggang 7, ay tanda ng mahalagang hakbang tungo sa pagpapahusay ng pagtutulungan sa hanay ng gobyerno, lipunang sibil at mga mamamayan.

“This is the first time since the OGP was founded in 2011 that the Philippines is hosting the APRM. Approximately 700 local and international delegates are expected to attend, including heads of states, government officials, civil society leaders, and policymakers,” ang sinabi ng Kalihim.

Iginiit pa rin ni Pangandaman ang kahalagahan ng pagpupulong para hubugin ang national agenda para sa regional forum, naglalayong pagaanin at bilisan ang makabuluhang talakayan ukol sa “best practices at innovative solutions to governance challenges” sa Asia-Pacific region.

“The official media launch of the APRM today will cover essential information regarding the Open Government Partnership, highlighting its key milestones and achievements. Frontrunners of the OGP will also delve into specific details about the APRM, including agenda items, strategic objectives, and collaborative efforts aimed at enhancing transparency and citizen engagement across the Philippines and the entire region,” ang litaniya ng Kalihim.

Aniya pa, binibigyang-diin ng pakikipag-ugnayan o interaksyon ang mahalagang papel ng media o mga mamamahayag sa pagsusulong ng transparency sa palibot ng open governance, pagpapalakas sa public awareness, at boses ng komunidad.

Samantala, nakiisa naman sa nasabing event sina Quezon City Mayor Ma Josefina “Joy” Belmonte, PH-OGP Co-Chairperson Aurora “Araw” Reyes Chavez, OGP Communications, Content, and Community Engagement Director Rudi Borrmann, Caucus of Development NGO Networks (CODE NGO) Executive Director Sandino Soliman, Public Services Labor Independent Confederation (PSLINK) President Dr. Annie Enriquez Geron, La Salle Institute of Governance (LSIG) Director Dr. Francisco Magno, at maging ang iba pang sectoral representatives mula sa OGP Steering Committee.
