ANG Republic Act 11697, an act providing for the development of the electric vehicle industries, ay ang batas na sumusuporta sa paggamit ng Electric vehicles. At isa sa mga non fiscal incentives ay sa section 25 ng batas.
The following non fiscal incentives shall remain in force for eight (8) years from the effectivity of this Act:
a. For EV users
Exemption from the mandatory unified vehicular volume reduction program, number coding scheme or other similar schemes implemented by the Metropolitan Manila Development Authority or other similar agencies, and local government units.
So ibig bang sabihin ay exempted sa coding ang LAHAT NG EVs?
Hindi po.
Ang exempted lamang ay:
* Full electric vehicles
* Hybrid vehicles
* Plug in hybrid electric vehicles.
Pero ang mild hybrid ay hindi exempted sa coding.
Ano yung mild hybrid vehicles? Kapag ang electric motor “merely assist the gasoline engine or operate some of the vehicles functions like air conditioning, lights when engine is off.
So bakit hindi sila exempted? Hindi ba nagpropromote ang mga ito ng paggamit ng alternative sa fuel?
Marahil ay hindi naman ito kadami na kapag i-exempt sa coding ay makadaragdag sa traffic. Sa LTO ang rehistrado ay 29, 715 units as of July. Ilan ang mild hybrid?
Pero bakit nga ba hindi exempted ang mild hybrid? Hindi ba’t kaya bumili at gumamit ng mild hybrid ang mga may ari ay “to promote and support innovations for clean and sustainable efficient energy”.
At kahit sa batas ay hindi naman exclusive na sinabi na ang mga BEV, Hybrid light electric and plug in electric lamang ang electric vehicles.
Sabi sa batas:
Electric vehicles refer to a vehicle with at least one electric drive for vehicle propulsion. For purposes of this Act, IT INCLUDES a BEV, hybrid electric vehicles, light electric vehicles, and a plug-in-hybrid electric vehicle. So, walang sinabi ang batas na ang mga mild highbrid ay hindi electric vehicle.
Ganun pa man ay nasa kapangyarihan ng MMDA kung isasama nito ang mild hybrid sa mga exempted sa coding.
