MANILA, Philippines – Ibinunyag ni dating Public Works secretary Manuel Bonoan nitong Martes na may tinatawag na “leadership fund” sa National Expenditure Program (NEP), kung saan isinasama ang mga kahilingan ng ilang mambabatas habang inihahanda ang pambansang badyet.
Sa pagdinig ng Senate Blue Ribbon Committee ukol sa anomalya sa flood control projects, kinuwestiyon ni Senate President Pro Tempore Panfilo “Ping” Lacson kung paano nakapapasok ang mga proyekto ng mambabatas sa NEP na saklaw pa ng ehekutibo.
“That’s the domain of the Executive. Why are there already insertions in the NEP? That I really can’t understand,” ani Lacson.
Paliwanag ni Bonoan: “We call it leadership fund. In order that if there are priority projects requested by members of the Senate, this is where we’re hoping to include it into the NEP.” Giit niya, ito ay “consolidations” at hindi “insertions.”
Ngunit iginiit ni Lacson na anumang insertion ay dapat nangyayari lamang sa Kongreso.
“You shouldn’t be accommodating ‘leadership funds,’” aniya, at idinagdag na dapat isinasama lang ang proyekto ng mga mambabatas sa mismong budget deliberations. RNT
