When PBGen. Jess Mendez assumed command of Police Regional Office 3, his pledge to “hit the ground running” signaled more than a change of leadership — it underscored a readiness shaped by years of operational and intelligence experience.

Central Luzon is gaining a regional director whose career reflects discipline, resilience and results.

Before taking the helm of PRO3, Mendez served as Provincial Director of the Nueva Ecija Police Provincial Office.

There, he strengthened anti-insurgency efforts that helped persuade supporters to withdraw from the influence of the Communist Party of the Philippines – New People’s Army – National Democratic Front.

He also intensified crime prevention and law enforcement operations across the province.

Beyond operational gains, Mendez fostered morale within the ranks, recognizing the sacrifices of personnel and honoring fallen heroes, including the Special Action Force 44.

His tenure showed that effective leadership balances strategy with respect for those who wear the badge.

Earlier, as Chief of the Regional Intelligence Division of the National Capital Region Police Office, Mendez worked at the forefront of urban intelligence operations.

In a complex environment like Metro Manila, intelligence demands precision and foresight.

Under his leadership, intelligence-driven efforts supported major campaigns against illegal drugs and organized crime, earning commendations that reflected steady and decisive impact.

Now leading PRO3, Mendez brings operational depth and the trust of PNP chief Gen. Jose Melencio ‘Tateng’ Nartatez Jr.

As Central Luzon confronts evolving threats — from organized crime to smuggling and cybercrime — it does so under a director whose record suggests preparedness, resolve, and steady command from day one.
