MANILA, Philippines – Tinawag ni Executive Secretary Ralph Recto ang alokasyon ng administrasyong Marcos ng P113 bilyong pondo para sa Philippine Health Insurance Corp. (PhilHealth) sa 2026 bilang “boldest” at “most decisive” investment sa universal healthcare (UHC) para sa vulnerable at underprivileged Filipinos.
“The final amount—P53.13 billion originally proposed plus the fully restored P60 billion—fulfilled President Ferdinand R. Marcos Jr.’s clear directive issued last September to return the withheld funding to PhilHealth,” pahayag ni Recto.
Sinabi ng executive secretary na ipinakikita sa 2026 budget ang “promise has been delivered in full.”
“This administration promised to protect underprivileged Filipinos through better healthcare. With the P113-billion allocation, we are not just keeping that promise; we are exceeding it,” aniya.
“This is the largest single-year investment for the poor under universal healthcare,” dagdag pa ni Recto.
Noong Setyembre, ipinag-utos ni Marcos ang pagbabalik ng P60 bilyong sobra sa pondo ng PhilHealth na ibalik sa ahensya.
Ito ay bago pa ang pagdedeklara ng Korte Suprema ng void Special Provision 1(d) Chapter XLIII ng 2024 General Appropriations Act (GAA), Finance Circular 003-2024, at paglilipat ng P60 bilyon sa isyu ng grave abuse of discretion dahil sa lack o excess ng hurisdiksyon.
Sa pinakahuling ruling, permanenteng pinagbawalan ng SC ang mga respondent sa pagpapatupad ng paglilipat ng P29.9 bilyong pondo ng PhilHealth sa Treasury.
Inatasan ng SC ang Kongreso, Department of Finance, at Executive Secretary na isama ang P60 bilyon bilang specific item sa 2026 GAA na ibalik sa PhilHealth.
Ani Recto, ang P113 bilyong subsidiya ay direktang susuporta sa pangangailangan sa healthcare ng indigent families, senior citizens, people with disabilities, at iba pang vulnerable sectors, na magsisiguring milyon-milyon ang makatatanggap ng pinalawak na PhilHealth coverage.
Idinagdag pa ng executive secretary na nangako ang Department of Budget and Management ng napapanahon at transparent na paglalabas ng pondo para sa agarang pagpapalawak ng PhilHealth sa mga benepisyo at mabawasan ang out-of-pocket costs ng mga pamilyang Filipino.
“A significant portion of the subsidy will be sourced from sin tax revenues, funds collected from alcohol and tobacco products which are channeled back into life-saving healthcare services,” ani Recto. RNT/JGC
